<p>MANILA — Authorities arrested a suspect in the alleged distribution of fake licenses for pilots and aircraft mechanics. </p><p>The suspect was caught submitting forged Civil Aviation Authority of the Philippines (CAAP) licenses and certifications during an entrapment operation at a mall in Manila, the National Bureau of Investigation (NBI) said. </p><p>The CAAP had requested the sting operation following reports of fake licenses being sold online. </p><p>“These transactions, involving certifications costing up to P15,000, have been ongoing for more than a year,” said Eric Nuqui, head of the NBI Cavite District Office. </p><p>He said the suspect had acted as a courier. </p><p>“He was just the one delivering the documents. There are others who make and approve them. This appears to be the work of an organized group,” the official added. </p><p>Charges of estafa and falsification of public documents have been filed against the suspect. </p><div><br/></div><div><strong>AVIATION SAFETY CONCERNS </strong></div><div><br/></div><p>CAAP Director General retired Lt. Gen. Raul Del Rosario said the suspect appeared familiar with the format of legitimate CAAP documents. </p><p>“This is unethical and a serious threat to aviation safety,” Robles said.</p><p>While CAAP said no fake licenses had been used so far, Robles warned that &quot;anyone holding a fake license poses a serious safety hazard.” </p><div><br/></div><div><strong>WHAT’S NEXT </strong></div><div><br/></div><p>The NBI said it was verifying how many fake licenses could have been distributed and whether they were used for employment in the aviation sector.</p><p>“This is not a simple forgery case. The level of compartmentalization suggests the involvement of a syndicate. We are conducting deeper investigations to identify all those involved,” NBI spokesperson Atty. Ferdinand Lavin said.</p><p>CAAP said it would launch an internal investigation to determine if any of its personnel were involved or negligent.</p><p>In a separate interview, the arrested suspect confessed to being involved in fake ID operations for over 20 years. </p><p>He said he worked with various “fixers” and “runners”, selling fake documents such as driver’s licenses and postal, SSS, and voter IDs. He said CAAP licenses were among many documents forged by different groups.</p><p>“Sinasabi ng gumagawa, sisingilin ko daw ng malaki para may kita ako.
