<p>MANILA — The Senate Impeachment Court will not reconvene for the trial of Vice President Sara Duterte until and unless the House of Representatives complies with two orders it issued in June, its spokesperson said.</p><p>Lawyer Regie Tongol also said that Senate President Francis Escudero, impeachment court presiding officer, is cautious not to convene the court until the Senate presidency in the 20th Congress is settled.</p><p>Former Senate President Vicente Sotto III and Sen. So kailangan po natin hintayin kung kanino pong manunumpa.&quot;</p><p>(You see, senator-judges will have to take their oath before the presiding officer... we have to wait to see who that is)</p><p>On June 10, the Court issued the following orders for the House.</p><p>1. The House of Representatives certifies that it did not violate Article 11, Section 3, paragraph 5 of the Constitution, which prohibits the initiation of impeachment proceedings against the same official in the same year.</p><p>2. The House of Representatives of the 20th Congress communicates it is willing and ready to pursue the impeachment complaint against the Vice President.</p><p>Tongol said the convening of the impeachment court is conditional on compliance with the second order — the House has already complied with the first — since the Senate Impeachment Court will need to know who will constitute the prosecution panel.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/6/25/house-prosecutors-file-certification-vp-duterte-s-impeachment-followed-constitution-1725"><strong>House prosecutors file certification VP Duterte&#x27;s impeachment followed Constitution<br/></strong></a></div><p>The designation of prosecutors for the House of the 20th Congress may be done through a resolution, he said.</p><p>&quot;If you look at the intent of the impeachment court, the impeachment court wants this process to already roll. And the compliances, the certifications will ensure that there is no more question or any legal impediment once the impeachment court convenes,&quot; he said,</p><p>He added that a senator might move to convene the court as early as July 29, the first full session day after the President&#x27;s State of the Nation Address on the 28th, as long as the House has already complied with the second order.</p><p>Tongol explained there is no deadline for the House to comply and added Escudero is being cautious to avoid technicalities being raised about the court and the case.</p><div><strong>&#x27;PARTIES CAN WORK ON THE CASE IN THE MEANTIME&#x27;</strong></div><p>Tongol also said the process can continue even if the court has not yet convened.</p><p>&quot;Kasi pwede naman pong aralin na ng magkabilang panig ng mga litigants yung kanilang mga modes of discovery. Pwede naman pong mag-avail na sila noon, mag-send ng written interrogatories para mapatawag yung adverse party witness.
