Mark Demayo, ABS-CBN News/file "/><span class="fr-inner" style="text-align:left">Floodwaters to inundate streets in Barangay Santo Domingo, Cainta, Rizal, on July 23, 2025. <em>Mark Demayo, ABS-CBN News/file </em></span></span></span></div><p>MANILA — The Department of Environment and Natural Resources is in talks with the Department of Human Settlements and Urban Development to create ways to encourage developers to integrate flood control measures in their projects. </p><p>In a post-SONA briefing with other Cabinet Secretaries, DENR Secretary Raphael Lotilla bared the possibility of incentivizing the prioritization of flood control and water storage measures.</p><p>“Pinag-uusapan namin ni Sec. Ping Aliling ng Department of Housing na magkaroon tayo ng polisiya na bibigyan incentive ang mga housing and subdivision developers na merong cisterns,” he said.</p><p>Cisterns, Lotilla said, are mainly used to store water that can be used when the supply turns scarce.</p><p>Acistern is installed in the Bonifacio Global City in Taguig, making it less vulnerable to flooding despite torrential rainfall.</p><p>The discussion came following torrential rains and destructive flooding in various parts of Metro Manila and nearby provinces.</p><p>Flood control was among the key points of President Ferdinand Marcos Jr.’s State of the Nation Address on Monday and even received a standing ovation for <a href="https://www.abs-cbn.com/news/nation/2025/7/28/-mahiya-naman-kayo-marcos-order-probe-on-corruption-in-flood-control-projects-1725">ordering </a>the Department of Public Works and Highways to “examine flood control projects and report on those that have been failures, those that were not finished, and those that are alleged to be ghost projects.”</p><div><a href="https://www.abs-cbn.com/news/nation/2025/7/29/-we-did-not-inherit-a-bed-of-roses-dpwh-admits-some-flood-control-projects-hastily-prepared-1112">&#x27;We did not inherit a bed of roses&#x27;: DPWH admits some flood control projects &#x27;hastily prepared&#x27;</a></div><div><br/></div><div><strong>WASTE COLLECTION SYSTEM </strong></div><p>The sheer amount of rainfall, however, is only a part of the problem.</p><p>The annual flooding is also blamed on the amount of garbage that usually blocks waterways due to improper management and disposal of solid waste.</p><p>Department of the Interior and Local Government Secretary Jonvic Remulla pointed to a government provision for the lack of a cohesive plan to dispose solid waste.</p><p>“Merong faulty provision sa local government code na ang waste management is a municipal problem. So may munisipyo kang maliit, walang open space. Meron kang malaking siyudad na punong puno rin, dun pa sa iba nagtatambak,” he said.</p><p>(There’s a faulty provision in the local government code wherein waste management is a municipal problem. We have municipalities that are small, no open space and therefore no dumpsite. Meanwhile you have a big city that’s also congested so they look for other places to dump solid waste.)</p><p>“The wording of the local government code is one of the biggest hindrances of the government in planning waste management. It’s something that we have to go over, rewrite and create a more holistic approach in waste management.”</p><p>Previous <a href="https://www.abs-cbn.com/news/nation/2025/7/22/don-t-make-creeks-your-garbage-bin-mmda-reminds-public-1207">reports </a>said that some residents opt to dump big solid waste like old mattresses, sofas, and refrigerators in creeks and other waterways.</p><p>Remulla said a more efficient way for solid waste collection disposal is to have a systematic, integrated waste management system that is applicable throughout Metro Manila.</p><p>Government said a whole-of-government and multi-sectoral approach is needed to solve the public’s woes on flooding. </p><p>Not only do government agencies and systems need to be able to respond automatically and quickly to various hazards, but even more so the public whose lives are most affected by the rapidly changing climate and its multiple hazards.</p><div><a href="https://www.abs-cbn.com/news/weather-traffic/2025/7/22/nature-based-solutions-needed-to-address-flooding-resilience-expert-1611">Nature-based solutions needed to address flooding: resilience expert</a></div><div><br/></div><div><strong>RELATED VIDEO:</strong></div><div style="text-align:center"><iframe width="560" height="315" src="https://www.youtube.com/embed/-xpibDZ85jA?si=hc4SwZ2D44o3Mb8Y" title="YouTube video player" frameBorder="0" allowfullscreen=""></iframe><br/></div>
