MANILA — Two individuals were arrested by the Manila Police District (MPD) after they were caught attempting to dump around 100 kilos of wet cardboard boxes along Road 10 in Tondo on Wednesday afternoon.Authorities were surprised to learn that the garbage came from another city—Valenzuela.According to the MPD, the suspects were intercepted by patrolling personnel from the Environmental Ranger and Auxiliary Force of the Manila Department of Public Services before they could unload the trash.“Yung papel na galing sa bodega na nabasa nung bagyo o ulan na hindi na mapakinabangan dito na tinapon sa area ng Capulong o dito sa siyudad ng Manila,” said PLT Col. Ronald De Leon, Station Commander of MPD Police Station 1.<div><a href="https://www.abs-cbn.com/news/nation/2025/7/1/manile-os-feel-the-difference-as-garbage-collected-from-city-s-roads-2307">Manileños feel the difference as garbage collected from city’s roads</a></div>“Naaktuhan sila na nag-a-unload ng mga papel na iyon, sa sasakyan nila, tinanong, sa investigation taga-Valenzuela sila, yung mga papel na iyon ay galing bodega nila sa Valenzuela,” he added.The suspects admitted they were instructed by their employer, a Bangladeshi national, to dispose of the garbage in Manila. They were allegedly given P300 to pay anyone willing to take the trash. “Give na lang daw ako pera sa driver...para diretso na sa truck,” said one suspect.“Pagdating ng DPS po bigla na lang siya nawala, pumunta sa kabila, sinisita na kami ng taga DPS,” said another.“Sa Valenzuela po [galing yung basura], pinag-utasan lang po eh. Yun nga po inaano ko bakit Manila pa itapon eh, bago lang po kasi ako diyan eh. Sumunod na lang po ako kasi nagtratrabaho lang po ako eh, di ko po alam bakit sa Manila itatapon,” he said.The suspects claimed the trash had been piling up at their facility for two weeks. De Leon expressed concern that Road 10 had become a dumping ground not only for Manila’s garbage but also for waste coming from neighboring cities.“Kaya kami nagkakaproblema sa basura kasi hindi lang pala basura ng Maynila ang natitipon diyan sa area ng Road 10 sa pickup point kundi basura din ng ibang cities,” he said.<div><a href="https://www.abs-cbn.com/news/nation/2025/5/20/mmda-pasig-officials-call-on-filipinos-to-throw-trash-properly-to-prevent-floods-1301">MMDA, Pasig officials call on Filipinos to throw trash properly to prevent floods</a></div>The MPD has since reported the incident to the Manila city government to coordinate with Valenzuela City regarding the matter.However, Valenzuela Mayor Wes Gatchalian said that the city has no waste management problems. He said Valenzuela has a fully operational and city-run garbage system.“Kung sinasabi nila na hindi sila nakaka-dump, wala naman silang authority mag-dump, ang aming transfer station is operated by LGU, trucks lang namin ang may authority to dump waste,” Gatchalian said in a phone interview. “Sa mga companies naman for example factories, warehouses we don’t collect industrial waste, they subcontract it to other third party and delivers it outside Valenzuela, so nagtataka ako ano yung statement na wala silang pagtatapunan,” he added.Gatchalian said the city recently acquired 60 new garbage trucks and receives additional assistance from the Metropolitan Manila Development Authority (MMDA) to collect garbage in barangays twice a week.“As far as Valenzuela City is concerned we don’t have any garbage issue, tuloy tuloy kami, back to normal na po kami matagal na. Even after the kasagsagan ng bagyo namin hindi naman ho huminto ang aming tao at mga trucks kasi I would know dahil hindi ho kami nangongontrata to any third party kami mismo ‘yan,” the mayor said. Following the incident, Gatchalian ordered an investigation to determine how the trash from Valenzuela ended up in Manila.Meanwhile, MPD also arrested the driver and helper of a trailer truck that dumped garbage near the pier. According to the suspects, they sought permission from a nearby garbage truck to unload waste but were later denied when authorities arrived.“Ang nangyari po kasi nun, nagpaalam kami sa truck ng basura na magtatapon kami ng basura na galing sa container, may mga dumating na DPS tapos hinold na po kami tapos pinagvivideohan na kami,” said the suspect.“Alam ko po, may truck po ng basura dun sa puwetan namin doon po kami nagpaalam, tapos nangyari po nung nagkahulihan na tinatanggi na na nagsabi kami sa kanila, di naman po kami magbabagsak ng basura na di kami magpapaalam alam naman naming bawal,” he added.De Leon issued a stern warning:
“Huwag ninyong gawing tapunan ng basura ang siyudad na Maynila, huhulihin namin kayo, aasuntuhin namin kayo at ikukulong namin kayo.”The arrested suspects are now in the custody of the MPD and are facing charges for violating the Ecological Solid Waste Management Act of 2000.<div> </div>
