MANILA (UPDATED) — The Philippine National Police confirmed Monday morning that it already placed 15 police officers under restrictive custody due to their possible involvement in the disappearance of the missing sabungeros.

"We have placed several personnel under restrictive custody pending the investigation on the missing sabungeros. We have partnered with NAPOLCOM (National Police Commission) for the in-depth investigation of this case to ensure transparency and impartiality," PNP Chief Nicolas D. Torre III said.

Torre confirmed that the police personnel are already in Camp Crame.

Among the 15, the highest rank is lieutenant colonel.

"Lahat sila active, expect for one na due for retirement at tatlo na dismissed. Baka akalain nyo 15 lang, baka mas marami pa. We'll leave no stones unturned. Hindi tayo tumitigil sa 15," the PNP chief, said.

Referring to the petty cash voucher submitted by Julie Patidongan also known as Alyas Totoy to the Department of Justice, Torre said: "Ang sinasabi niyang petty cash voucher is part of the attachment of his affidavit submitted to the DOJ now, considering that this is now under preliminary investigation under the DOJ. The PNP is only of the information providers."

Torre revealed the whistleblower gave a statement to the agency, months before, and is now applying for witness protection program.

"Si Totoy matagal na sa amin nagbibigay ng statement, months before, ang lahat ng information na yan ay naka-submit na sa DOJ for their preliminary investigation. Si Totoy nasa protective custody namin siya. But he is applying for the witness protection program dahil pag siya ay nag-qualify itu-turnover namin siya sa DOJ," he said.

OTHER DISPOSAL AREAS OF MISSING SABUNGEROS' BODIES PART OF PROBE

Aside from Taal Lake, Torre said there might be other possible disposal areas of the missing sabungeros.

"Hindi lang naman sa Taal ang information na may disposal. Hindi lang sa lake ang disposal, may ibang areas pa, 'yan ay ine-examine na namin, hindi lang namin pinepreempt," he said.

When asked about the challenges in the retrieval of alleged dead bodies, Torre said: "Well you know andyan na lahat ng challenges eh, hindi naman ibig sabihin na challenging hindi na natin gagawin, we'll try, we'll how far we can go sa ating efforts, pag hindi kaya aminin natin, we'll find another way."

He also revealed PNP's investigation began even before Patidongans's revelation to the public.

"CIDG pa ko nung masimulan ito, CIDG pa ko nung makuha naman si Totoy at nagbigay ng information sa amin. So you can imageine already kung kelan pa kami nagsimula niyo. I was very shocked, kahit kami nagulat," Torre said.

The agency committed to seeking justice for the victims.

"Wala tayong sisinuhin dito at wala tayong ibang layunin dito kung hindi bigyan ng hustisya ang mga naging biktima ng case na ito," he added.

"Hinding-hindi namin sila bibigyan ng luwag, hinding-hindi namin sila bibigyan ng puwang na paglaruan ang ating hustisya," the PNP chief said.
