Ang violation po ay colorum. Hindi lamang po siguro nakikinig yung aming enforcer noong itinuro ito sa kanya, kaya hindi maipaliwanag kung ano yung violation. Not for hire daw,” said the pick-up driver.</p><p>“Kailangan mong lagyan ng “not for hire”—kasi ginagamit mo sa business yan,” the MMDA enforcer said as seen on video.</p><p>But according to Artes, he has already made clarification since 2024 about this issue through a memorandum to avoid corruption and harassment.  </p><p>“As early as 2024 meron na po akong issuance na nagsasabi na yung administrative violation particularly sa colorum ay hindi po lahat authorized manghuli. May special unit po kami na pupuwede lamang mag-operate ng ganyan except kung may initial traffic violation—meaning, nag-beat ng red light, hinuli, may karga puwede niya po i-inspect kung nangongolorum yung tao,” Artes explained.</p><p>Artes said it will file appropriate charges against its enforcer that will eventually lead to his termination from service.</p><p>“May lumabas po kanina na another complainant na nakotongan siya ng I think P2,000 or P3,000. Ganyan din po, truck siya, wala namang initial violation, pinara, hinanapan ng kung ano-ano at hiningan ng pera. Medyo malakas itong ating enforcer, mukang sanay.
