Jonathan Cellona, ABS-CBN News</span></span></span></div><p>MANILA — The National Police Commission (Napolcom) on Friday said it has nullified the recent reshuffling at the Philippine National Police (PNP) involving several high-ranking officials.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/6/pnp-reassigns-2nd-highest-ranking-cop-to-mindanao-0931">PNP reassigns 2nd highest-ranking cop to Mindanao</a></div><p>In an August 14 Napolcom Resolution obtained by police reporters, the commission ordered the reinstatement of Lt. Gen. Jose Melencio Nartatez Jr. as PNP deputy chief for administration.</p><p>This, after Nartatez on Aug. 6 was designated as Area Police Command (APC) Western Mindanao commander, which would have moved him from Camp Crame to Mindanao. </p><p>APC Western Mindanao commander Lt. Gen. Bernard Banac was supposed to replace Nartatez as PNP deputy chief for administration.</p><div><br/></div><div><strong>&#x27;SET ASIDE&#x27;</strong></div><div><br/></div><p>According to the Napolcom, the PNP did not follow Resolution No. 2022-473, which requires the placement of PNP officers in third-level positions to have the “confirmation by the Commission En Banc.”</p><div><a href="https://www.abs-cbn.com/news/nation/2025/5/28/passing-the-baton-who-will-be-the-next-pnp-chief-1825">Passing the baton: Who will lead the Philippine police next?</a></div><p>“The Napolcom, in faithful exercise of its power of control, and in accordance with its mandate under the law, has resolved, as it hereby resolves, to recall, set aside, and correspondingly modify the present designations, assignments and reassignments to third-level positions issued by the PNP,” it added.</p><p>Aside from Nartatez, Banac was also reinstated to his former position as APC Western Mindanao commander.</p><p>Also included were: Maj. Gen. Robert Alexander Morico II, from commander of APC Visayas to regional director of the NCRPO; and Maj. Gen. Anthony Aberin, from NCRPO chief to director of the DILG.</p><p>Other police commissioned officers affected are:</p><p>• Maj. Gen. Christopher Abrahano, from acting director of the DILG to officer-in-charge of APC Visayas</p><p>• Maj. Gen. Paul Kenneth Lucas, from DRDA NCRPO to regional director of PRO4-A</p><p>• Maj. Gen. Jack Wanky, from regional director of PRO4-A to DRDA NCRPO</p><p>• Brig. Gen. Romeo Macapaz, from regional director of PRO 12 to Personnel Holding and Accounting Unit</p><p>• Brig. Gen. Arnold Ardiente, from executive officer, APC Visayas to regional director of PRO 12 </p><p>• Brig. Gen. William Segun, from director, HPG to Personnel Holding and Accounting Unit</p><p>• Col. Hansel Marantan, from acting chief, Peace Process and Development Center to director of the HPG</p><p>• Col. Jonathan Abella, from Personnel Holding and Accounting Unit to acting director of EOD K9</p><p>• Col.
