MANILA -- President Ferdinand Marcos, Jr. has ordered the creation of the Education and Workforce Development Group, which would become the “central coordinating body on all matters related to education and workforce development in the country.”In ordering the creation of the Education and Workforce Development Group, Marcos, Jr. said there is a need to create a coordinating system among agencies involved in the education and workforce development.This aims to address the problems in the education sector and “foster a complete, adequate, and integrated system of education in the country,” Administrative Order No. 36 read.Marcos, Jr. said based on the Second Congressional Commission on Education’s (EDCOM II) report, the implementation of education programs in the country remained “fragmented.”He added that coordination among the units in the education sector is still a problem even if there are multiple inter-agency bodies.“Pathways in teacher development are misaligned, and education plans and policies remain incoherent,” the document signed on Aug. 13 read.The new government body would create a 10-year National Education and Workforce Development Plan (NEWDP) – a guide in the creation and implementation of strategies for the country’s education and workforce systems.The NEWDP aims to adapt to the changing needs of the global economy, which is why the development plan should help address the problems in education – which includes  childhood education, basic education, higher education, and vocational skills training.It should also determine the priority programs and activities for the education sector that centers on learning recovery as well as satisfying the sector’s human resource requirements.Aside from this, the NEWDP should “study and evaluate all existing inter-agency bodies with duties and functions related to education and workforce development, and propose mechanisms to streamline and rationalize the same.”The development group will be chaired by the president, with the education secretary as the co-chairperson.The labor secretary will become its vice-chairperson.Among the members are the secretaries from the Commission on Higher Education, Department of Migrant Workers, Department of Economy, Planning, and Development, Technical Education and Skills Development Authority.The DepEd will serve as the Education and Workforce Development Group’s secretariat, providing technical and administrative support.“For this purpose, the Secretariat shall be headed by an Executive Director who shall be designated by the DepEd Secretary from among the senior officials of DepEd,” the order read.Marcos said all government agencies, local government units, and the private sector were encouraged to give their full support and cooperation to the group.
