<p>MANILA — Three Caloocan City policemen are facing criminal charges for allegedly fabricating a gambling case that has been linked to the death of a 20-year-old student who succumbed to leptospirosis after wading through floodwaters in search of his father.</p><p>Police Col. Joey Goforth, Caloocan police chief, said during a press conference at the Northern Police District headquarters that perjury complaints were filed against the three officers, including the commander of Police Substation 2.</p><p>According to Goforth, the case stemmed from the arrest of Manuel Jazul and Jayson Dela Rosa last July.</p><div><a class="fr-green" href="https://www.abs-cbn.com/news/nation/2025/8/5/father-s-arrest-and-youth-s-leptospirosis-death-not-related-caloocan-police-1351"><strong>Father&#x27;s arrest and youth&#x27;s leptospirosis death &#x27;not related&#x27;: Caloocan police</strong></a></div><p>Jazul was initially accused of trespassing, but the complainant refused to press charges. Despite this, the arresting officers filed a gambling case against him under Presidential Decree 1602.</p><p>Dela Rosa, meanwhile, was arrested for alleged theft at a convenience store, but no complaint was filed either.</p><p>His 20-year-old son Gelo later contracted leptospirosis and died after braving floodwaters to search for him while he was detained.</p><p>“We filed cases of perjury, perjury by direct inducement, arbitrary detention, and incriminatory machinations against them,” Goforth said.</p><p>Police Brig. Gen. Jerry Protacio, NPD director, confirmed that the substation commander and four subordinates were relieved from their posts.
