<div><br/></div><p>MANILA — No member of the Senate or the House of Representatives is free of suspicion in anomalous flood-control projects since all may make amendments or insertions during deliberations on the annual national budget, Sen. Panfilo “Ping” Lacson said Saturday morning.  </p><p>“Maaaring mayroon (senador). Maaring mayroon ding congressmen,” he told DZMM Teleradyo.</p><p>(There could be senators, there could also be congressmen.)</p><p>Lacson explained that lawmakers who amend the budget for flood-control projects &quot;have claim, or royalty, or the right to choose the contractor for the project.&quot;</p><p>He said the proponents of the insertion were not documented in the previous budget deliberations, which is why “legislators were confident to make large amounts of insertions.”</p><p>This “piece of cake” process of amending the national budget bill led to insertions ballooning in fiscal years 2023 to 2025, he said.</p><p>He said this is why he previously pitched to have lawmakers&#x27; individual proposals to the national budget possted online.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/12/lacson-wants-lawmakers-budget-amendments-published-2200"><strong>Lacson wants lawmakers&#x27; budget amendments published</strong></a></div><p>“When we say fully transparent ang deliberation ng budget, dapat fully transparent talaga.
