Jonathan Cellona, ABS-CBN News</div>MANILA – The Department of Public Works and Highways (DPWH) on Saturday said it formed an Anti-Graft and Corrupt Practices Committee, just as it reshuffled several officials in the wake of anomalous flood-control projects.According to Department Order No. 166 series of 2025 signed by Public Works Secretary Manny Bonoan on Aug. 28, the panel seeks to probe possible graft and corruption made by officials and employees of the agency.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/8/30/dpwh-15-contractors-behind-many-flood-control-projects-invited-to-house-probe-1246">READ: DPWH, 15 contractors behind many flood control projects invited to House probe</a></div>In the document, Bonoan said it would also form a Technical Working Group and assign a secretariat to assist the panel in its probe.Aside from this, the committee will “authorize any of its members, the TWG, and secretariat to travel to inspect project sites and to obtain records and information from any office of the department.” “[The committee will] create its internal rules and procedures in accordance with the 2025 Rules on Administrative Cases in the Civil Service (2025 RACCS) and other related CSC rules and regulations,” the document read. “For this purpose and if necessary, [the committee will] also coordinate with other government agencies and law enforcement bodies to obtain any information in the prosecution of cases pending before it,” it added. In a <a class="fr-green fr-strong" href="https://www.facebook.com/share/v/19XywP8B1n/?mibextid=wwXIfr">video statement posted on the agency’s Facebook page</a>, Bonoan said it was hard to accept the circumstances surrounding his agency. “Kahit ano po ang higpit at strikto ng ating mga polisiya laban sa katiwalian,” said Bonoan.“Sa akin po, tatanggapin ko ang accountability pero tandaan po ninyo, hindi ko po kukunsintihin at papayagan ang anumang uri ng korapsyon na nangyayari,” he added. The DPWH chief said someone should be held accountable and get jailed for the corruption in the agency. “Hindi tayo papayag na lapastangin ng sinumang tiwali sa DPWH, contractor o kahit sino pa ang maglustay ng pondo na nagmula sa dugo at pawis ng ating mga kababayan. Gusto nating managot ang dapat managot, makulong ang dapat makulong,” he said. Meanwhile, Bonoan reshuffled and reassigned some officials in the agency’s districts, based on orders uploaded on the DPWH’s website.- Engr. Vivian Biaco named Officer-in-Charge of the District Engineer’s Office in Catanduanes, Region V, replacing Engr. Simon N. Arias. - Engr. Leonardo B. Gonzales named as Assistant District Engineer for Albay 2nd District, replacing Engr. Joanne T. Morales. - Engr. Joanne T. Morales moved to Albay 3rd District as Officer-in-Charge, Office of the Assistant District Engineer, replacing Engr. Gonzales. - Engr. Editha R. Babaran named Officer-in-Charge of the Regional Director’s Office for Region IV-B, replacing Engr. Gerald A.
