MANILA — House Committee on Human Rights chairperson and Manila 6th District Rep. Bienvenido Abante Jr. formalized on Monday his call for the revival of the House Quad Committee “to address emerging and unresolved issues” by the mega-panel in the last Congress. Under the 19th Congress, the House Quad Comm investigated the alleged extrajudicial killings in the Duterte administration’s drug war, illegal drugs and illegal POGOs.Abante filed House Resolution 108 re-authorizing the House Committees on Human Rights, Public Order and Safety, Dangerous Drugs, and Public Accounts to conduct a joint inquiry in aid of legislation into these matters.“Despite the legislative advances, many issued identified during the joint inquiry remain unresolved or only partially addressed, largely due to the non-appearance or lack of cooperation from key resource persons, threats to witnesses, and political interference, which hindered the full exercise of the Quad Committee’s mandate,” the resolution stated.In a privilege speech during the House plenary session on Monday, Abante urged his colleagues to reconvene the Quad Comm to not only continue its previous investigation, but also “adopt a wider mandate” to also look into other issues like the case of missing sabungeros.“We must empower the Quad Committee in order for it to cast a wide investigative net and to finally uncover and dismantle the networks of criminal syndicates whose power and influence have long slithered in the shadows and beneath the reach of our government institutions—ever elusive and seemingly well-protected,” Abante said.“May nagsasabi na pulitika lang ito. But this is not a partisan crusade, Mr. Speaker. This is a moral one. Because murder knows no color but one: red—the color of blood unjustly spilled. At dahil ang hustisya dapat walang kulay, wala dapat itong kinikilingan,” he added.
