<div>Trigger warning: Sensitive content</div>MANILA (UPDATED) — The Philippine National Police Academy (PNPA) has confirmed that a police officer was arrested last Thursday, July 31, following a complaint of sexual harassment from a 23-year-old male cadet. In a statement, the PNPA said the cadet was supposedly staying in the isolation facility while finalizing his release from the academy. He filed a criminal complaint before the prosecution office and the PNPA will also file an administrative case against the 35-year-old officer. &quot;The perpetrator is now under the full custody of the law,&quot; the statement read. The academy wants to protect the victim&#x27;s privacy while providing him psychological support. &quot;In light of this incident, the Academy is taking decisive steps to strengthen its internal mechanisms, including the tightening of vetting procedures for all personnel assigned to PNPA,&quot; PNPA said. The academy said the case is an &quot;isolated incident&quot;. It said it will not condone such acts. In a telephone interview with ABS-CBN News, PNPA Director Brig. Gen. Andre Dizon said cadets remain safe to undergo police training at the academy. “We categorize this as an isolated case and this is a personal choice, not an organizational culture,” Dizon said. “As a matter of procedure, as a matter of preventive measure, we are going to conduct a thorough background investigation on every personnel or all the personnel here in the academy.” he added. Police said the officer, a police major, allegedly intoxicated the cadet and asked him for a massage on the evening of July 31 inside their barracks in Silang town, Cavite province. The suspect also requested that the cadet undress and later demonstrated how to perform a body massage. However, beyond the massage, the officer allegedly maliciously touched the victim’s body, including his groin area, and performed oral sex on him. The National Police Commission (Napolcom) condemned the incident and filed an administrative case against the officer. “Despite the victim&#x27;s pleas to stop, the suspect continued until the victim ejaculated, as the suspect allegedly swallowed his semen,” said Comm. Rafael Vicente Calinisan, Vice Chairperson and Executive Officer of the National Police Commission (Napolcom), citing a police blotter. “This is the police academy so wala ho talagang puwang ang ganitong klase ng actuations,” he added. (This is the police academy, so there is absolutely no place for this kind of behavior.) “’Yong ganitong insidente, very tragic. Kaya dapat ang buong PNP, ang buong Napolcom, imbestigahan ito. Kulangangan managot ang taong ito, diinan ito. Hindi ito example ng tamang pamamaraan,&quot; he explained. (This kind of incident is very tragic. That’s why the entire PNP and Napolcom must investigate. This person must be held accountable and dealt with firmly. This is not an example of the right way.) Napolcom also noted the offense may qualify as rape, and not merely acts of lasciviousness.
