President Ferdinand Marcos Jr., together with DOTr Secretary Vince Dizon, Bulacan Governor Daniel Fernando, and other officials, inspects the ₱77.1-million flood mitigation structure in Barangay Frances, Calumpit, Bulacan, after visiting the ₱96.4-million river protection structure in Barangay Bulusan, also in Calumpit, on August 15, 2025.
The inspections followed his press conference exposing alleged irregularities in the government’s ₱545-billion flood control programs, which covered 9,855 projects from July 2022 to May 2025. Bulacan recorded the highest number of projects at 668, amounting to ₱6.5 billion.
The Bulusan project was built by St. Timothy Construction Corporation, one of the country’s top three contractors, while the Frances project was undertaken by Wawao Builders, ranked among the top 15 with 58 flood control projects.

Mark Balmores, PPA pool"/><span class="fr-inner" style="text-align:left">President Ferdinand Marcos Jr., together with DOTr Secretary Vince Dizon, Bulacan Governor Daniel Fernando, and other officials, inspects the ₱77.1-million flood mitigation structure in Barangay Frances, Calumpit, Bulacan, after visiting the ₱96.4-million river protection structure in Barangay Bulusan, also in Calumpit, on August 15, 2025. <em>Mark Balmores, PPA pool</em></span></span></span></div><p>MANILA -- The Commission on Audit (COA) has begun its performance review in various flood control projects following a directive from President Ferdinand Marcos, Jr. </p><p>In a statement, the COA said Chairperson Gamaliel Cordoba’s order was also in line with COA Resolution No. 2024-018, which adopted the 2024-2026 Performance Audit Portfolio (PAP).</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/9/1/coa-to-file-charges-against-dpwh-officials-contractors-over-ghost-flood-projects-1209">READ: COA to file charges vs DPWH officials, contractors over &#x27;ghost&#x27; flood projects &#x27;this month&#x27;</a></div><p>The PAP – which touched on flood risk management and resiliency programs in Metro Manila and other areas – outlines flood control infrastructure such as dikes, pumping stations, drainage systems and looks into how early warning and forecast systems are implemented in communities.</p><p>&quot;One of the areas of the program is the flood control projects which will be assessed in terms of its objectives of preventing and/or mitigating the [effects of flooding],&quot; the statement read.</p><p>&quot;[The Performance Audit Office] has also been instructed to submit its report immediately after completion of the audit,&quot; it added.</p><p>Earlier, COA ordered an in-person technical inspection of all ongoing and completed flood control projects in Bulacan, as the Marcos administration continues its crackdown on ghost and anomalous flood mitigation infrastructure.</p><p>COA’s technical personnel should  be deployed for the projects implemented from Jan. 1, 2022 to July 31, 2025.</p><p>These inspections aim to confirm the &quot;physical existence&quot; and verify the status of the projects and whether or not they were compliant with the indicated design and specifications, Cordoba said.</p><p>The technical inspection reports would be submitted to the overall team supervisor of the Fraud Audit Teams created under COA immediately after every inspection.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/9/1/leviste-suggests-slashing-dpwh-budget-to-reduce-potential-for-corruption-1458">READ: Leviste suggests slashing DPWH budget to reduce &#x27;potential for corruption&#x27;</a></div>
