Jose Melencio Nartatez Jr. on Monday said the police force has not been implementing “quota arrests,” contrary to the earlier directive of his predecessor, Gen. Nicolas Torre III.</p><p>Detainee rights advocacy group Kapatid earlier urged Nartatez to “rescind” Torre’s order of using arrests as a metric for police promotions, “which only worsen impunity and jail congestion without truly addressing crime.”</p><p>“There’s no such thing as quota arrests,” Nartatez told reporters in a media briefing.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/6/4/pnp-chief-torre-allays-human-rights-concerns-on-paramihan-ng-huli-remarks-1718">PNP Chief Torre allays human rights concerns on ‘paramihan ng huli’ remarks</a></div><p>He noted that police operations are driven by intelligence information.</p><p>“For example, the DIDM (Directorate for Investigation and Detective Management), we have data on number of wanted persons. So, how can we say that we’re going to ko-quotahan sila ng about hundred or what?
