MANILA — Department of Justice Secretary Jesus Crispin Remulla defended Friday the creation of the Independent Commission for Infrastructure (ICI), saying it is different from the Philippine Truth Commission of 2010, established due to an executive order later declared unconstitutional by the Supreme Court.According to Remulla, the earlier commission focused on former president and congresswoman Gloria Macapagal Arroyo alone, while the independent commission is meant to uncover the truth about corruption allegations surrounding the Department of Public Works and Highways (DPWH). <div><a href="https://www.abs-cbn.com/news/nation/2025/9/11/marcos-announces-creation-of-independent-body-on-flood-control-probe-1412">Marcos forms 3-member independent body to probe flood control, other infra anomalies in past decade </a></div>The Philippine Truth Commission was taken into consideration when the executive order on the ICI was drafted, Remulla added.“Kasi nga ang naging comment diyan ng Korte Suprema noon, it was only pointing to a specific person. It was actually a commission against GMA alone. Ito trusted talagang it&#x27;s a commission to find out the truth about all of this corruption in the DPWH for the past 20 years. Hinahanap din natin ‘yan,” Remulla told reporters.“Kami, we will rely on the evidence. Cooperation will go a long way. Sometimes you think that you can already file cases because of the committee report, pero alam mo naman deep inside, hilaw pa. Kailangan pa ring i-case buildup lahat ‘yan,” Remulla said.Taking about engineers being tagged in the flood control issue, Remulla added, “Talagang magsalita na sila kasi ang pinag-uusapan dito life imprisonment.”
