A man who claimed he narrowly escaped an illegal arrest and extortion by police officers in Manila has come forward to the National Police Commission (NAPOLCOM) seeking justice on Friday.The victim, identified as “Chester,” said that he and a friend were hanging out outside a store last Tuesday when seven armed men suddenly arrested them. He said they were immediately handcuffed and loaded into separate vehicles.“Nung mga panahon ‘yun, tinatanggal po nila ‘yung mga plaka nila pati conduction sticker po ng mga sasakyan nila. Kaya ako ako nagtataka na kung bakit ganun ‘yung ginagawa nila,” Chester recalled. According to Chester, the men who introduced themselves as police officers, never told them why they were being taken.“Dumiretso po kami sa Montalban. Paikot-ikot po kami dun sa Litex, sa San Mateo, sa Marikina. Hindi ko po alam kung ano ang pwede mangyari sa’min dahil sinasabi po nila sa amin na isa-salvage daw nila kami sa hindi po malaman na dahilan” he said. While inside the vehicle, Chester said they were beaten and threatened with death.The suspects also allegedly took ₱9,000 from his e-wallet and his gold ring.Chester said he managed to escape only when the group stopped to eat in Manila.“Iniisip ko po ‘yung mga anak ko dahil batang bata pa po ‘yung mga anak ko. Papaano na lang po kung nawala po ako, kung sinalvage nila ako? Kaya napilitan talaga ako tumakas,” he said.On Friday, Chester and the wife of his friend filed a complaint at the NAPOLCOM office.Based on information gathered by NAPOLCOM, the two were allegedly arrested on September 10 for illegal drugs — a claim the victims strongly denied. “Naka-vacuum sealed daw po ‘yung hinuli nila sa asawa ko. Ngayon kinuwestiyon po sila ng nag-inquest sa asawa ko na kung paano nila naamoy ‘yun kung naka-vacuum sealed. Sabi naman po nila, nagkatakbuhan daw po, hinabol daw nila ‘yung asawa ko kaya hinuli daw po nila,” the wife of the arrested victim said.Manila City Mayor Francisco “Isko” Moreno Domagoso ordered the immediate relief of the Manila Police District’s (MPD) District Drug Enforcement Unit (DDEU) following the said allegation.“Gusto ko hulihin nila, kriminal, tolongges. Pero hindi rin natin ipikit ng mata o ikibit balikat, kung ang ating enforcement unit eh aabuso,” Moreno said. NAPOLCOM Vice Chairperson and Executive Officer Commissioner Rafael Calinisan vowed a fair probe while assuring protection for the victims.
