<div><iframe width="853" height="480" src="https://www.youtube.com/embed/CTEsVR8_jRo" title="LIVE: President Ferdinand Marcos Jr. holds press briefing | September 15" frameBorder="0" allowfullscreen=""></iframe></div><p>MANILA — President Ferdinand Marcos Jr. on Monday named former Supreme Court Justice Andres Reyes as the head of the Independent Commission on Infrastructure (ICI), which will investigate billions-worth of anomalous flood control projects.</p><p>Reyes will lead the panel whose other members include former Public Works and Highways Secretary Rogelio Singson, SGV Country Managing Partner Rossana Fajardo as members, and Baguio City Mayor Benjamin Magalong as a special adviser and investigator.</p><p>They officially took their oath of office before the Court of Appeals Justice Pedro Corales. Magalong was also present during the ceremony.</p><p>Reyes previously served as a presiding judge of the Court of Appeals.</p><p>“He has been a jurist for a very, very long time with a very good record of honesty and fairness and a good record of being able to find justice for those who have been victimized,” Marcos said.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/15/sino-si-dating-sc-justice-andy-reyes-jr-1114">Sino si dating SC Justice Andy Reyes Jr?</a></div><p>Aside from the ICI, the Senate and the House have also launched their own investigations into the issue, with some contractors and engineers accusing lawmakers of receiving payoffs for flood control projects. </p><p>Among those tagged in the alleged kickback scheme was the President&#x27;s cousin Speaker Martin Romualdez and Rep. Elizaldy Co.</p><p>&quot;They will not be spared. Anybody will say, &#x27;Wala tayong kinikilingan, wala tayong tinutulungan.&#x27; Wala namang naniniwala sa &#x27;yo hanggang gawin mo, so gagawin namin,&quot; Marcos said.</p><div><span class="fr-img-caption fr-fic fr-dib" style="width:960px"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/175789914792020191023-andres-reyes-jr-.jpg" style="width:960px" class="fr-fic fr-dib"/><span class="fr-inner" style="text-align:left">Former Supreme Court Justice Andres B. Reyes, Jr. Photo from Supreme Court of the Philippines website </span></span></span></div><p>Marcos earlier signed Executive Order No. 94, which gives the ICI the power to investigate “flood control and other infrastructure projects within the last ten years.”</p><p>The panel is also authorized to conduct hearings, subpoenas witnesses and documents from other branches of government, freeze assets, and recommend the admission of a person as state witness.</p><p>The President ordered the investigation in the flood control issue weeks after his 4th State of the Nation Address (SONA), where he scorned government officials for failing to implement thousands of infrastructure projects meant to deter flooding across the Philippines.</p>
