MANILA -- Senate Deputy Majority Leader JV Ejercito believes a change in the House Speakership is needed as the House of Representatives elected a new leader on Wednesday.Leyte Representative Martin Romualdez resigned during the session.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/9/17/isabela-rep-faustino-dy-iii-is-new-house-speaker-1819">READ: Isabela Rep. Faustino Dy III is new House speaker</a></div>“Siguro good, parang kailangan mag-reboot eh. Both houses are burning so it’s a good siguro, sa Senado nagkaroon na ng change in leadership kailangan din siguro ang House para to quell both fires. Kailangan ng reboot,” Ejercito commented.“Sad to say ngayon lang yata nangyari sa history ng both houses nagbatuhan, nagkasiraan so nakaapekto sa both houses. So at least ngayon parehong change in leadership and fresh start for both. Hopefully makatulong,” he added.Senate President Pro Tempore Panfilo “Ping” Lacson and Senate Committee on Finance Chairman Sherwin Gatchalian refused to comment.“That’s their concern. Affair nila yun eh. Mahirap nang mag-comment diyan,” Lacson said.“Wala muna akong comment ngayon,” Gatchalian said.He stated, however, that he hopes Nueva Ecija Representative Mikaela Suansing, the Chairperson of the House Committee on Appropriations, will be retained.“I hope ma-continue ni Congresswoman Suansing kasi nag-umpisa na kami to coordinate and nakita ko naman siya ay gusto niya rin transparent yung deliberations, in fact nag-invite na sila ng mga civil service, CSOs and NGOs para mag-participate sa budget process. Ako I hope na matuloy ni Congresswoman Suansing yung kanyang role as Appro chair,” Gatchalian explained.Asked if a change in the appropriations chair will affect the ongoing budget deliberations, Gatchalian said: “Hindi naman dahil yung working group talaga ay yung committee eh. So kung magpapalit yung chairman pero yung working group pareho pa rin, yung members pareho pa rin, tuloy-tuloy lang yan.”<div> </div><div>2026 BUDGET</div>Gatchalian is looking at reallocating the extra fund from the Department of Public Works and Highways (DPWH) after its budget was slashed by P255 billion upon review led by Secretary Vince Dizon. “Ang aking direction is to put it in education pero may nakita rin kaming mga unfunded hospital laws. Maraming ipinapasa na mga ospital dito wala namang pondo. So tinitignan din namin baka puwedeng maglagay rin ng konti sa mga unfunded hospital laws para tapusin na natin one time big time yung mga ospital nationwide,” Gatchalian said.  The Committee on Finance has, meanwhile, written Vice President Sara Duterte to reschedule her office’s budget hearing which was originally set for September 15.“Nagpadala kami ng sulat sa kanya at nagbigay kami ng mga available schedules so babalikan niya kami kung available,” Gatchalian said. “Wala pang schedule but nagbigay kami ng mga options kasi mayroon nang mga naka-schedule na departments, ang dami nang naka-schedule.”
