Maria Tan, ABS-CBN News </div>MANILA — The driver’s licenses of Henry Alcantara and Brice Hernandez, both dismissed Department of Public Works and Highways (DPWH) officials linked to alleged ghost flood projects, have been revoked and they are now “perpetually disqualified” from obtaining any kind of driver’s license, the Land Transportation Office (LTO) said. Former Bulacan district engineer Alcantara and former assistant district engineer Hernandez allegedly used fake driver’s licenses to enter casinos.<div><a href="https://www.abs-cbn.com/news/nation/2025/9/16/ex-dpwh-engineers-alcantara-hernandez-face-raps-for-fake-drivers-licenses-in-casinos-1121">Ex-DPWH engineers Alcantara, Hernandez face raps for fake drivers licenses in casinos</a></div>Transportation Acting Secretary Giovanni Lopez had earlier instructed the LTO to look into these allegations that surfaced during the Senate hearing.Alcantara admitted to using a fake license under the name of Joseph Castro Villegas and a casino where he reportedly applied for the Reward Circle has confirmed this. The same casino also confirmed that Hernandez applied for the same Reward Circle using a license with the name Marvin Santos de Guzman. Alcantara admitted to using a fake driver’s license under the name of Joseph Castro Villegas and this was confirmed by one of the casinos where he applied for Reward Circle.The same casino also confirmed that Hernandez applied for the same Reward Circle using a driver’s license under the name Marvin Santos de Guzman.In a release, LTO chief Vigor Mendoza II said these made them liable for a case of being an Improper Person to Operate a Motor Vehicle under Section 27 (a) of R.A. 4136.Mendoza signed a decision that there was enough evidence to show Alcantara and Hernandez were aware that they are using fake driver’s licenses.“This is proof of our strong stand against using any documents, or falsifying any document being issued by the LTO. Talagang hahabulin namin kayo,” he said.Aside from revoked licenses and perpetual disqualification for holding any kind of driver&#x27;s license, the two were also fined with P3,000 each.They were ordered to surrender their driver&#x27;s licenses which were placed under alarm.<div><a href="https://www.abs-cbn.com/news/nation/2025/9/12/the-bulacan-group-of-contractors-who-are-they-2222">The ‘Bulacan Group of Contractors’: Who are they?</a></div>Alcantara and Hernandez were allegedly part of BGC Boys or &quot;Bulacan Group of Contractors&quot; — along with assistant engineers Jaypee Mendoza, Arjay Domasig, and Edrick San Diego — who posed as contractors during their casino deadlings, Sen. Panfilo Lacson earlier stressed.
