Andrea Taguines, ABS-CBN News</span></span></span></div><p>MANILA<strong> (2nd UPDATE) </strong>— The Department of Public Works and Highways (DPWH) on Wednesday issued show cause orders against several Regional Directors and District Engineers believed to be involved in substandard infrastructure projects, tampering of evidence, as well as those flagged for having lavish lifestyles beyond their means.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/18/dpwh-initiating-warranty-claims-vs-ghost-substandard-flood-control-projects-1005">DPWH initiating warranty claims vs ghost, substandard flood control projects</a></div><p>DPWH Secretary Vince Dizon named the following officials and the issue they were asked to explain: </p><div><br/></div><p>1. RD Gerard Opulencia, NCR, lavish lifestyle</p><p>2. RD Danilo Villa, Region VII, lavish lifestyle</p><p>3. Dir. Gerald Pacanan, former RD of Region IV-B, substandard projects</p><p>4. RD Khadaffy Tanggol, CAR, failure to cooperate with ongoing investigation</p><p>5. Brando Raya, ROWALD chief, region VII, lavish lifestyle</p><p>6. De Isabelo Baleros, former DE of Las Piñas- Muntinlupa DEO, substandard projects</p><p>7. De Almer Miranda, Pampanga 1st DEO, substandard projects</p><p>8. De Gil B. Lorenzo, La Union DEO, substandard project</p><p>9. De Arturo L. Gonzales, Jr., Quezon City 1st DEO, substandard project</p><p>10. De Johnny L. Protesta, Jr., Quezon City 2nd DEO, substandard project</p><div><br/></div><p>The alleged substandard projects cited are those that have been personally inspected by Dizon or the Independent Commission for Infrastructure (ICI) these past few weeks and months.</p><p>The other offenses were reported to the new DPWH leadership by various sources.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/15/dizon-wants-amlc-to-freeze-assets-of-dpwh-men-contractors-in-flood-control-scam-1023">Dizon wants AMLC to freeze assets of DPWH men, contractors in flood control scam</a></div><p>“Later on maglalabas kami ng Facebook posts… Meron pa kaming nakita dito na gumagamit pa ng chartered airplane para bumiyahe,” he said.</p><p>The names mentioned were given five days to submit their written explanations, addressing the accusations raised against them.</p><p>“Depending on the results of the investigation, appropriate administrative charges will be filed against them. Ito yung prosesong nakasaad kasi sa Civil Service law natin so kailangan nating sumunod dyan,” said Dizon.</p><p>Dizon added that given sufficient evidence, their names would also be referred to the ICI for possible criminal charges.</p><div><br/></div><div><strong>&#x27;KAILANGAN UMAYOS&#x27;</strong></div><div><br/></div><p>He also noted that this list would only keep growing as their investigation continues.</p><p>“Kailangan umayos na ‘tong institusyon na ‘to, and it starts with accountability. We will spare nobody. Wag niyo na hintayin na mahuli pa kayo, makasuhan pa kayo.
