Mark Demayo, ABS-CBN News</div>MANILA — The proposed 2026 funding for the Metro Manila Development Authority’s flood control programs in Metro Manila declined by about a third compared to its P3.8-billion budget this year.During the House plenary deliberations on the MMDA’s proposed 2026 budget on Thursday, the agency’s budget sponsor at the lower chamber, Makati City First District Rep. Monique Lagdameo said the proposed funding for MMDA’s flood control programs in Metro Manila next year was at P2.5 billion.Lagdameo defended the proposed funding, amid issues surrounding certain flood control projects by the Department of Public Works and Highways.“This amount is still here, because this is used to maintain our waterways, and our pumping stations,” she said.“Ang naibigay lang pong trabaho sa MMDA is really just for repair and maintenance,” Lagdameo added.ACT Teachers party-list Rep. Antonio Tinio, meanwhile, questioned MMDA’s reported 127-percent accomplishment for declogging and desilting waterways and drainage systems in 2024.“‘Yung achievement, ang nakalagay dito 127 percent. Ang lupit n’yo pala… Sobra-sobra pa ang waterways ng Metro Manila. Parang wala yatang maniniwala diyan,” Tinio said.Lagdameo replied, “Nadaanan na po at nalinis, syempre ‘yung iba kailangan balikan, kaya tayo ng 127 percent.” “How can the MMDA credibly claim that the waterways have been declogged and desilted 100 percent, samantalang kahit kaunting ulan lang tumataas na ang tubig? One major factor there is the waterways are clogged and still heavily silted,” Tinio asked.“Sa araw araw, syempre ang basura bumabalik ‘yan sa ating waterways, which is why it is a continuous cleanup ang ginagawa and monitoring,” Lagdameo replied.Asked about a drainage masterplan in Metro Manila, Lagdameo said there was an ongoing study on the matter, noting that the existing plan is “outdated”. “Mayroon pero outdated, so it is now being studied so that it can further be improved to meet all the different challenges from climate change,” she said.The House plenary terminated on Thursday its debates on the proposed 2026 budget for the MMDA.<div></div><div> </div>
