Panfilo Lacson on Sunday said he is studying whether the Blue Ribbon Committee that he chairs can release a partial report on its investigation into the flood control corruption scandal.</p><p>Speaking to DZMM, Lacson said the investigating panel is skipping conducting a hearing next week to collate documents and testimonies related to the anomalous food relief projects, which will be used to release a possible partial committee report.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/27/lacson-says-guteza-affidavit-s-substance-valid-despite-notarization-row-1859"><strong>Lacson says Guteza affidavit&#x27;s &#x27;substance&#x27; valid despite notarization row</strong></a></div><p>He said they are reassessing the panel&#x27;s strategy as the Senate is also scrutinizing the proposed 2026 national budget.</p><p>Lacson couldn&#x27;t say how many more hearings would be conducted related to the flood control scam, noting that resource persons should offer &quot;substance&quot; and should fill gaps in the investigation.</p><p>Lacson, who has been a prominent voice in the infrastructure corruption, replaced Sen. Rodante Marcoleta last September 18 following a leadership shakeup that saw Sen.
