Maria Tan, ABS-CBN News</span></span></span></div><div style="text-align:left"><br/></div><p>MANILA<strong> (2nd UPDATE) </strong>— The Mandaluyong Regional Trial Court (RTC) branch 279 has issued a warrant of arrest against former Philippine Charity Sweepstakes Office (PCSO) general manager Royina Garma and four others in relation to the killing of PCSO board secretary Wesley Barayuga in 2020.</p><p>Based on the arrest warrant dated September 13, Garma, along with former National Police Commission (NAPOLCOM) commissioner Edilberto Leonardo, and police officials Jeremy Causapin, Santie Mendoza, and Nelson Mariano, are charged with murder and frustrated murder.</p><div><a href="https://www.abs-cbn.com/news/2024/9/27/p300k-as-reward-cop-details-alleged-order-to-kill-pcso-official-in-july-2020-1500">P300K as reward: Cop details alleged order to kill PCSO official in July 2020</a></div><p>Barayuga was shot dead inside a moving vehicle by an unidentified man on a motorcycle on July 30, 2020 in Mandaluyong City. His driver survived the attack.</p><p>According to PNP spokesperson Brig. Gen. Randulf Tuaño, the Philippine National Police will fully enforce the warrant, regardless of the status or former positions of those involved.</p><p>“Ito po ay recommended na no bail... Hindi po tayo magke-create ng tracker group or special group sapagkat nanatili na meron tayong task group manhunt... kahit anuman kaso, malaki man o maliit, we will all implement the warrant of arrest,” he said.</p><div><a href="https://www.abs-cbn.com/news/2024/9/30/mga-pulis-na-posibleng-dawit-sa-barayuga-slay-iimbestigahan-ng-pnp-1740">Mga pulis na posibleng dawit sa Barayuga slay iimbestigahan ng PNP</a></div><p>Of the five accused: Mendoza is currently in a floating status under the custody of the Personnel Holding and Accounting Unit (PHAU), Mariano has been dismissed from service, and Causapin reportedly resigned. </p><p>Meanwhile, the Criminal Investigation and Detection Group (CIDG) is verifying information that Garma has left the country.</p><p>“Ang information po na nakuha ng CIDG, sila po ay umalis ng bansa pero madali lang naman pong i-verify.
