MANILA — The Department of Budget and Management and the Department of Public Works and Highways are giving themselves two weeks to review the DPWH budget under the National Expenditure Program 2026. This comes after President Ferdinand Marcos Jr ordered the two agencies to review and revisit the DPWH budget amid allegations of corruption.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/9/3/marcos-orders-sweeping-review-of-dpwh-budget-under-nep-1157">READ: Marcos orders sweeping review of DPWH budget under NEP</a></div>DPWH Secretary Vince Dizon said they will check if there are anomalies or suspicious flood control projects included in the 2026 NEP of DPWH. Some lawmakers earlier revealed there are completed projects still included in the proposed budget, while some projects have exact project costs with other projects.“Meron mga di umano kumpleto na pero nandoon pa rin, di umano double entry, di umano na mga hindi consistent ang mga description ng mga project, so susundan natin ang direktiba ng pangulo,” Dizon said.Dizon admitted they may not look into all projects as the DPWH NEP has 700 pages, but they will begin with projects mentioned by lawmakers and they will try to review as many projects as they can.Budget Secretary Amenah Pangandaman said after the two-week review or less, they will resubmit the DPWH budget to Congress. While they can’t say with certainty if the budget will go down because of removed projects, Pangandaman said the total DPWH budget will likely changed.She added that this process of resubmitting the DPWH budget will be easier than the proposal of Congress to return the entire NEP to DPWH which Pangandaman calls as ‘unprecedented’ and has never happened before.“Ipapadala natin sa kanila yung bagong listahan, mga changes na mangyayari dun. Sa tingin namin mas madali yun na prosesyo at procedure kaysa mag balikan tayo na never pa nangyari,” Pangandaman said.The DBM chief also vowed to reform how DBM will receive and review budget proposals from departments like using technology and also she urges DPWH to also implement reforms within the agency.“Internally to DPWH, kailangan sila din on their own may tamang proseso rin sila na pagpaplano at pag-identify ng mga proyekto,” she said.President Marcos has ordered DBM and DPWH to implement a sweeping review and change the DPWH budget under NEP 2026 after some lawmakers questioned some suspicious flood control projects.
