<p>MANILA -- House Committee on Public Order and Safety Chairperson Rolando Valeriano plans to conduct an inquiry on an alleged “unsolicited proposal” worth P8 billion between the Philippine National Police (PNP) and the Department of Interior and Local Government (DILG).</p><p>Former PNP Chief Gen. Nicolas Torre III will be invited to the hearing, Valeriano added.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/8/28/dilg-denies-torre-s-removal-due-to-refusal-to-purchase-firearms-2342">READ: DILG denies Torre&#x27;s removal due to refusal to purchase firearms</a></div><p>The earliest time in which this would be done is the following week, according to Valeriano.</p><p>“Magco-conduct as chairman ng Public Order and Safety regarding doon sa unsolicited proposal. I think it&#x27;s worth 8 billion na sinasabi between the PNP and the DILG. Once and for all, ma-settle whether it is motu proprio o may magpasok ng resolution or may mag-privilege speech. The earliest is by next week,” Valeriano said in a press conference on September 3, Wednesday.</p><p>House Deputy Speaker Ronaldo Puno said a congressman is already preparing a resolution to ask for an investigation on the matter.</p><p>“Some questions again recently were raised about purchase of firearms and whether or not they were in the budget. There was supposed to be an 8-billion entry or insertion in the budgets.</p><p>&quot;Frankly, we have been looking for the item in the 2025 budget for an 8-billion purchase. We didn&#x27;t so far see it unless DBM can produce it for us. In the 2026 budget it is not there either.
