<p>MANILA — The St. Timothy Construction Corp., linked to high-profile contractors Pacifico and Sarah Discaya, is responsible for the botched renovation of a building in the University of the Philippines Manila,  a former faculty regent said.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/4/protesters-hurl-mud-mark-magnanakaw-on-discaya-compound-in-pasig-1247"><strong>Protesters throw mud, write &#x27;magnanakaw&#x27; on Discaya compound in Pasig</strong></a></div><p>St. Timothy is among the nine firms linked to the Discayas that have since had their licenses revoked for &quot;<a href="https://www.abs-cbn.com/news/business/2025/9/3/9-discaya-firms-lose-licenses-for-bidding-against-each-other-on-projects-1249">undermining transparency, fairness, and competition in violation of procurement laws and licensing requirements</a>.&quot;</p><p>Professor Carl Marc Ramota, in a Facebook post, said St. Timothy Construction Corp. first secured the renovation of Rizal Hall at the UP Manila College of Arts and Sciences.</p><p>“Six years after, academic departments are still in temporary offices, student organizations have no tambayans, and classroom shortage remains a problem,” said Ramota.</p><p>The renovation and upgrading of the building was allotted P30 million in 2018 and has since been turned over to a different contractor, said the former faculty regent.  </p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/4/28-discaya-linked-luxury-vehicles-now-under-customs-custody-1540"><strong>28 Discaya-linked luxury vehicles now under Customs custody</strong></a></div><p>The Procurement Service — Department of Budget and Management (PS-DBM) has <a href="https://www.abs-cbn.com/news/business/2025/9/5/dbm-procurement-service-bars-discaya-linked-firms-from-government-projects-1717">cancelled </a>the Discaya firms&#x27; Philippine Government Electronic Procurement System (PhilGEPS) memberships, barring them from bidding on government projects.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/4/palace-to-probe-other-gov-t-infra-projects-of-discaya-linked-firm-2228"><strong>Palace to probe other gov’t infra projects of Discaya-linked firm</strong></a></div><div><br/></div><div><strong>MORE UNFINISHED DPWH PROJECTS ACROSS UP SYSTEM</strong></div><p>Ramota noted that there are more unfinished Department of Public Works and Highways projects across the UP system and other state schools, which he said should also be investigated.</p><p>“Contractors and government officials, DPWH and UP alike, must be held accountable,” he said.</p><p>In UP Diliman, the College of Arts and Letters Faculty Center, which began reconstruction following a fire that engulfed the building in 2016, was expected to be completed November 2020.</p><p>It was allotted P300 million under the 2017 General Appropriations Act.</p><p>The building remains unfinished, forcing CAL faculty members to share space with other colleges and a student dormitory.</p><p>In February this year, the Makabayan bloc, accompanied by CAL representatives, filed a House resolution seeking a probe into the overdue construction of the new Faculty Center.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/3/23/uae-recognition-of-up-open-university-degrees-seen-to-boost-opportunities-for-filipinos-1620"><strong>UAE recognition of UP Open University degrees seen to boost opportunities for Filipinos</strong></a></div><div><br/></div><div><strong>RELATED VIDEO</strong></div><div><br/></div><div style="text-align:center"><iframe width="560" height="315" src="https://www.youtube.com/embed/px3NxCxlGEU?si=KkpuqMh291ebQL4s" title="YouTube video player" frameBorder="0" allowfullscreen=""></iframe><br/></div>
