ABS-CBN News/File</span></span></span></div><div style="text-align:left"><br/></div><p>MANILA (UPDATED) — Drug war whistleblower and former police colonel Royina Garma left for Malaysia to meet with representatives from the International Criminal Court (ICC), the Department of Justice said Monday.</p><p>In a media briefing, Justice Secretary Jesus Crispin Remulla said Garma agreed to testify in the case against former president Rodrigo Duterte, who is detained at The Hague on charges of crimes against humanity before the ICC.</p><p>“I think that she is the highest-ranking police officer that can be asked to give a narrative about the drug war, the reward system, and other parts of her testimony that she already gave in the Quad Comm,” Remulla said.</p><p>At a House Quad Committee hearing last year, Garma directly implicated Duterte in implementing a cash reward system during his war on drugs campaign, citing the so-called “Davao model.”</p><div><a href="https://www.abs-cbn.com/news/2024/10/23/garma-says-davao-death-squad-existence-common-knowledge-among-cops-1109">Garma says Davao Death Squad existence &#x27;common knowledge&#x27; among cops</a></div><p>Garma is facing murder and frustrated murder complaints filed by the National Bureau of Investigation and the Criminal Investigation and Detection Group over the killing of Philippine Charity Sweepstakes Office (PCSO) board secretary Wesley Barayuga in July 2020.</p><p>“We will see how this will play out because the testimony in the ICC is very important.
