Panfilo Lacson earlier used to refer to the &quot;Bulacan Group of Contractors&quot; — a group of DPWH officials from Bulacan who were allegedly notorious as high rollers in casino circles.</p><p>Among the BGC Boys is terminated DPWH district engineer Henry Alcantara who confessed to receiving P300 million in kickbacks from ghost flood control projects. </p><p>In his earlier affidavit, Alcantara named resigned Ako Bicol Party-list Rep. Zaldy Co, Senators Joel Villanueva and Jinggoy Estrada, as well as former Sen.
