Victoria Tulad, ABS-CBN News</div>MANILA — The National Bureau of Investigation (NBI) on Mondaynight arrested former DPWH Bulacan assistant district engineer Brice Ericson Hernandez and former construction section chief Jaypee Mendoza at the Senate on Monday, following the arrest warrants issued by the Sandiganbayan Third Division, over a &quot;ghost&quot; flood control project in Bulacan.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/1/19/sandiganbayan-releases-arrest-warrants-for-revilla-6-dpwh-bulacan-officials-1838">Sandiganbayan releases arrest warrants for Revilla, 6 DPWH Bulacan officials</a></div>Hernandez and Mendoza left the Senate detention center at around 8:15 p.m.In a message to reporters, Senate President Vicente “Tito” Sotto III said he authorized the serving of the warrants and that Senate President Pro Tempore Panfilo Lacson, chair of the Senate Blue Ribbon Committee, had already been informed.The two were detained at the Senate last year for allegedly lying during a Blue Ribbon Committee hearing on anomalous flood control projects.The court also ordered the Commissioner of the Bureau of Immigration (BI) to include the names of the accused in their Hold Departure List, along with former Sen. Ramon &quot;Bong&quot; Revilla Jr.Their other co-accused are Engr. Arjay Domasig, Engr. Emelita Juat, Juanito Mendoza, and Christina Pineda.The prosecution said the respondents allegedly conspired to facilitate the release of P76 million for the construction of a P92.8 million flood control project in Pandi, Bulacan, which was declared completed but never implemented based on inspection and witness accounts.Revilla denied the allegations earlier.Although Hernandez and Mendoza applied for inclusion in the Witness Proetction Program, the Deparment of Justice (DOJ) stated they did not qualify to become state witnesses.“Wala kaming nakikitang pangangailangan para sila ay i-discharge namin at least patungkol dito sa mga kaso kung saan sila ay parang lumalapit para matanggap… When the future comes kapag mayroong kaso na maaari silang tumestigo ay maaari pa rin namin ikunsidera kung anuman ang ebidensya na ilalahad nila sa amin,” DOJ Secretary Fredderick Vida earlier said.<div>More details to follow.</div>
