Mark Demayo, ABS-CBN News/File" width="960"/><span class="fr-inner" style="text-align:left">Members of the MMDA apprehend e-bikes, e-trikes, and tricycles passing through EDSA and Taft Avenue in Pasay City on the resumption of the vehicle types&#x27; ban along national roads in Metro Manila on April 17, 2024. <em>Mark Demayo, ABS-CBN News/File</em></span></span></span></div><p>MANILA – A private sector group called for clearer rules and a wider implementation of the Land Transportation Office (LTO)&#x27;s ban on electric tricycles and bicycles along major Metro Manila roads.  </p><p>The LTO on Friday began strict implementation of a ban on e-trikes along EDSA, C-5 Road, Roxas Boulevard, and Quirino Avenue up to Magallanes- South Luzon Expressway (SLEX). </p><p>E-trikes which will be caught traveling along major thoroughfares will be fined and may also be impounded. </p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/1/2/e-trikes-now-banned-on-major-metro-manila-roads-1518">READ: LTO cracks down on e-trikes using major Metro Manila roads</a></div><p>The Electric Vehicles Association of the Philippines (EVAP) is backing the LTO&#x27;s move, but seeks clearer implementation. </p><p>&quot;It&#x27;s about time that this is to be implemented as to give regulations that has been set forth by the Land Transportation Office. And it paves way for addressing concerns on safety,&quot; EVAP President Edmund Araga told ABS-CBN News in an online interview. </p><p>&quot;It&#x27;s about time that the commuters and the users and yung kung sinuman na mga nag-cocommute malaman talaga nila kung hanggang saan lang ang limit na sasakyan na pinoproduce at hindi lahat po ay pwede na gamitin ito sa mga areas of concern,&quot; he added. </p><p>Araga said there should be more clarity on the type of e-trikes and secondary roads or routes that can be passed through. </p><p>&quot;Mayroon tayong e-trike na L3 and L4 category na it passes to the inspection, it has a registration, it complies with the requirements provided for by LTO and DOTR. Ito po ay nakakaapekto rin sa mga members po namin na nag-comply naman sa lahat na regulations ng government sector na involved... Wala ho tayong regulation pa up to now for the modifications as to para marehistro yung mga units na yan,&quot; he explained. </p><p>LTO Chief Assistant Secretary Markus Lacanilao said they apprehended 114 motorists of the e-trike ban on Friday, especially along EDSA, Roxas Boulevard and Quirino Avenue. </p><p>The LTO will deploy additional personnel and teams to ensure full compliance of the ban. </p><div><br/></div><div><strong>EXPANDING BAN NATIONWIDE </strong></div><p>Araga said it&#x27;s a &quot;good move&quot; to start the ban in Metro Manila, but he believes it should be expanded to cover more roads nationwide. </p><p>&quot;Hindi naman lingid sa kaalaman natin na nationwide nang marami electric vehicles sa Pilipinas at marami e-vehicles o particular na ang e-trikes na ginagamit sa form of public transportation. Not only on Metro Manila but in Luzon, Visayas, and Mindanao. In fact, kung isasama mo ito sa mga number ng vehicles, marami na tayo na marami na tayo e-vehicle sa totoo lang pero hindi ito sinasama,&quot; he said. </p><p>&quot;At pangalawa, karaniwan po ito ay hindi rehistrado. Hindi lang po naman Metro Manila nagkakaroon ng trahedya o mga sakuna na involved ng e-trike. At hindi naman ito pangbabasihan na Metro Manila lang ang dapat i-consider marami pang national roads at national highways na nakikita ho natin ginagamit ang e-trikes at e-bike na hindi ho safe ilabas,&quot; Araga added. </p><p>The group said concerns on loss of livelihood cannot outweigh safety and welfare of both the riders and passengers. </p><p>&quot;Dapat ang pag-iisipan po natin yung para sa kabuuan, para sa kalahatan. Kasi po pag pina-implement po natin yan, at hindi rin po tayo sumunod sa rules and regulation, talagang mahirap po na gamutin ang isang problema,&quot; Araga said. </p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/12/2/-no-license-no-insurance-tulfo-lists-reasons-why-e-trikes-can-t-use-main-roads-1032">READ: &#x27;No license, no insurance&#x27;: Tulfo lists reasons why e-trikes can&#x27;t use main roads</a></div><div><br/></div><div><strong>COORDINATION WITH LOCAL GOVERNMENT UNITS </strong></div><p>The EVAP President underscored the need to coordinate with local government units for better implementation. </p><p>&quot;Ang implementation nito ay hindi naman din ganun kasimple kasi marami po ang na-cocover nito. At ang LTO, hindi naman ho ganun kadami ang kanilang mga tao para sugpuin at paalalahanin ang mga gumaggamit ng ito,&quot; he said. </p><p>&quot;Ito ay dapat nila ipaalam at isangguni sa mga local government units na i-implement. Hindi ito magiging effective kung isang sangay lang ng departamento ang gagawa. Ito po ay dapat with coordination and cooperation of other government sectors that has to be involved,&quot; Araga added. </p><p>The group said LGUs play a key role in helping establish the routes that can be used by e-bike and e-trike ban. </p><p>&quot;Although mayroon kasi mga provision yun, kagaya may secondary roads na kailangan na yun i-announce para dun po ipapagamit o kung saan man ang po pwede,&quot; Araga said. </p><p>&quot;Kung i-identify po nila ang mga ruta nung kung saan lang pwede dumaan kahit po kung payagan man nila yung mga maliliit na e-track, payagan nila. Mayroon lang designated area na pwede nilang gamitin para hindi ho mamatay o maapektuhan ng husto yung mga naunang bumili para lang pagbigyan. Pero dapat pag-aralan,&quot; he added. </p><p>Araga said EVAP is open to holding more dialogues and consultation with the LTO to craft routes, provisions or any programs, after an initial meeting in 2025.</p>
