NCDA urges localities to participate in unified PWD ID system rollout to combat fake IDs

Walter Jason Alava said the pilot rollout of the system began during the third quarter of 2025 followed by regional or clustered rollouts across the country.“Ang ginagawa po ng NCDA ngayon is mabuo talaga ‘yung 1,600 LGUs natin na gumamit na po ng ating systems po,” Alava said in an interview with state-run media PTV Wednesday, January 7.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/12/9/tulfo-pushes-for-lifetime-validity-of-ids-for-people-with-permanent-disabilities-1622">Tulfo pushes for lifetime validity of IDs for people with permanent disabilities</a></div>He further encouraged all provinces to participate in the rollout of the unified PWD ID system which aims to combat the proliferation of fake PWD IDs.Alaya noted that the government lost P88.2 billion in revenues as discovered in a Senate hearing.“Ang nangyari po kasi walang verification system. Now, to address the emergency po, nag-create po tayo ng unified ID system po sa ating persons with disabilities,” he stated.Currently, Alaya said they are enhancing the input of types of non-apparent and apparent disabilities to further protect the rights of PWDs.PWDs who have no access to internet may still input their data offline, according to Alaya. It will be uploaded in the system once connected to internet.The PWD ID also bears a QR code linked to the portal for verification.“With regard to the data privacy po, maingat tayo doon sa data nila. Every time na nagro-rollout tayo, nire-remind talaga natin ‘yung ating mga different offices or mga officers natin sa persons with disability affairs offices and sa different municipalities and cities po na ‘yung pag-collect nila ng data is mag-ingat talaga and itago talaga ‘to,” he noted.For now, several priorities are on the pipeline for NCDA such as the updating of disability laws and the first 10-year plan for the disability sector.
