Jonathan Cellona, ABS-CBN News</span></span></span></div><p>MANILA<strong> (2nd UPDATE) </strong>— After two failed biddings, an infamous Rolls-Royce Cullinan, which flood control contractor Sarah Discaya said she had bought specifically for the free umbrella that came with the luxury vehicle, was sold for some P29 million on Wednesday. </p><p>The floor price was lowered from the initial P45.3 million.</p><p>Igorot Stone Kingdom Inc., a family-owned corporation that operates a theme park of the same name in Baguio City, was the lone bidder. Founder and CEO Pio Velasco said they bought it as a way to “preserve history.” </p><p>“It’s historical kasi it opened the flood gates, the interest of the nation in this rampant corruption… Siguro idi-display namin (sa Igorot Stone Kingdom) to make the people aware na corruption does not pay,” he said.</p><p>Velasco also founded P.G. Instead, they are more focused now on private real estate development projects, retail businesses, and building a theme park.</p><p>“We have no political connections kaya ‘di kami nag-grow. Until we decided to shift business,” said Velasco.</p><div><strong>WILLIE REVILLAME A NO-SHOW</strong></div><p>There were two others who qualified to bid, including television host Willie Revillame, but they were not able to send representatives during the public auction.</p><p>“Nagpadala sila ng feelers that they wanted to catch up, but we could not delay the proceedings kasi gusto nga natin very transparent tayo. We do not want people thinking that we’re giving special attention to other people so we had to stick with the timelines,” said Bureau of Customs (BOC) Deputy Chief of Staff Chris Bendijo.</p><div><iframe src="https://www.facebook.com/plugins/post.php?href=https%3A%2F%2Fwww.facebook.com%2FabscbnNEWS%2Fposts%2Fpfbid02NDy1Bsny9SbXjAdhE4GWH1pJs3w9dQ6WEhqrzBCd8KSwJpvSpnQHDMKmSaWznYc2l&amp;show_text=true&amp;width=500" width="500" height="391" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen=""></iframe></div><p>Nine other luxury vehicles were auctioned off by the BOC but all resulted in failed bids.</p><ul><li>Lincold Navigator 2024</li><li>GMC Yukon Denali 2022</li><li>Cadillac Escalade 2021</li><li>Maserati Levante Modena 2022</li><li>GMC Yukon XL Denali 2022</li><li>Cadillac Escalade ESV 2022</li><li>Bentley Bentayga 2022</li><li>2017 Blue Bugatti Chiron</li><li>2019 Red Bugatti Chiron</li></ul><p>Seven of these were also forfeited from contractor couple Sarah and Curlee Discaya, who are both being investigated for their role in the flood control corruption issue, while the Bugatti Chirons are believed to be linked to Philippine Offshore Gaming Operators.</p><p>Bendijo said the BOC would look at further lowering the floor price for some of the remaining vehicles in the next public auction on February 25, 2026. But customs authorities are also studying the possibility of accepting direct offers for the Bentley and the two Bugatti Chirons due to repeated failed biddings.</p><p>This means interested buyers could set their own price or offers.</p><p>“If it’s a direct offer, obviously, we cannot control the floor price anymore, and we do not want naman to accept offers that are disadvantageous. So it’s a balance between high revenue versus the ability to sell it kasi kung hindi naman din siya mabebenta because of a high price, hindi rin na-realize yung value nung sasakyan,” he added.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/3/12-discaya-luxury-cars-have-no-proper-papers-customs-1403">12 Discaya luxury cars have no proper papers - Customs</a></div><p>But Bendijo reiterated that the BOC was not keen on destroying the forfeited vehicles.</p><p>“The purpose here is to convert all forfeited items to revenue, to realize them, as compared to sirain na lang, considering na kailangan ng ating bansa ng pondo,” he said.</p><p>Meanwhile, Bendijo said there was no schedule yet for the possible auction of luxury vehicles owned by companies linked and affiliated with former Ako Bicol party-list Rep. Zaldy Co, who was also implicated in the corruption scandal.</p><p>“The period within which they were supposed to submit their initial documents, they did not submit any. That’s why we will be constrained to issue a WST (Warrant of Seizure and Detention). After the issuance, they will be given another, if I’m not mistaken, 15 days to submit again yung kanilang documentary requirements.
