Photo by Izzy Lee, ABS-CBN News</div>MANILA - Government officials and groups signed Monday an agreement to strengthen transparency and accountability in government projects.The Philippine Chamber of Commerce and Industry (PCCI), the Department of Public Works and Highways (DPWH), Caritas Philippines, and Mayors for Good Governance signed a memorandum of cooperation to create a collaborative network that ensures a more active role in monitoring and improving government initiatives.The partnership comes after a massive controversy involving alleged irregularities in government flood control projects.Fr. Tito Caluag of Caritas Philippines explained the organization&#x27;s unique reach, saying that Caritas provides moral and physical oversight that spans every social and economic stratum.&quot;We are present in 86 dioceses which is also all the provinces of the Philippines. We are present all the way to the ground, grassroots level. We have parishes all the way to barangay,&quot; Caluag said.&quot;Yung tapang din ng mga tao to pursue this hopefully the church can provide that moral fortitude and vigilance,&quot; he added.Public Works Secretary Vince Dizon highlighted his agency&#x27;s efforts to increase transparency, citing the DPWH Transparency Portal where all documents, including contractor bids, are publicly available.&quot;We sent our technical team to brief all the members of Caritas Philippines papano gamitin ang portal paano sila makakapag input. Kailangan ma-cascade yun. Now with the PCCI we will do the same thing. Doon pa lang marami na tayong ma-momintor at magagawa,&quot; Dizon said.Representing the private sector, PCCI President Perry Ferrer explained, “We have a network from North South East West in the Philippines. But what is more important in the members are the PCCI associate members of PCCI.&quot;&quot;If we combine all these competencies matutulungan natin ang DPWH and other agencies to have real true projects,&quot; he said.Baguio Mayor Benjamin Magalong of Mayors for Good Governance also stressed the importance of local participation.“Itong network na nabuo natin would address yung gaps, for example, the local government was able to identify because of the report of the citizen. Religious sector the best scenario is for them closely monitor the project,&quot; he said.
