Manny Pacquiao is set to file a cyber libel complaint against arrested vlogger Norman Mangusin, also known as &quot;Francis Leo Marcos,&quot; over alleged defamatory statements and insults against him and his mother.</p><p>Pacquiao said his lawyer has already reviewed the matter and is prepared to file the case on Friday or early next week.</p><p>&quot;&#x27;Yung abogado ko, naka-ready na siya. May mga violations siya [Mangusin], especially ‘yung nagke-claim siya na may utang ako sa kanya. Tama ‘yung kulong na siya para manahimik na siya doon,&quot; he added.</p><p>Pacquiao stressed that he holds no personal hatred toward Mangusin but believes the matter should be addressed through proper legal channels.</p><div> </div><div><strong>PUBLIC APOLOGY </strong></div><p>When asked whether a public apology would stop him from pursuing legal action, Pacquiao indicated that the case would still proceed.</p><p>“As a Christian, I don&#x27;t want to put grievances against someone. But we understand that there is an authority, which is the government na-establish to punish all those wrongdoers,” he said.</p><p>“Ipaubaya natin sa gobyerno ‘yung mga lumalabag sa batas at nang-aabuso, may haharapin silang kaparusahan.”</p><div><a href="https://www.abs-cbn.com/news/2026/2/24/vlogger-norman-mangusin-arrested-over-unjust-vexation-1822">Vlogger Norman Mangusin arrested over unjust vexation</a></div><p>Meanwhile, the Bureau of Jail Management and Penology (BJMP) confirmed that Mangusin was transferred to the Parañaque City Jail Male Dormitory on Friday at around 10:20 a.m.</p><p>BJMP spokesperson Jail Superintendent Jayrex Bustinera said Mangusin is currently under a five-day medical quarantine, in line with standard procedures for newly admitted persons deprived of liberty (PDLs).</p><p>After the quarantine period, Mangusin will be transferred to a regular cell.</p><p>As of posting, BJMP said there has been no movement from Mangusin’s camp regarding the posting of bail.</p><p>Records also show this is Mangusin’s second time in BJMP custody. He was previously detained at the Metro Manila District Jail Annex 2 in Bicutan.</p><p>BJMP assured the public that Mangusin’s safety is being monitored around the clock, with personnel on duty 24/7 and CCTV cameras covering the facility.</p><p>Authorities also said no visitors or lawyers accompanied him during his transfer to the jail. </p><div> </div><div><strong>CIDG OPPOSES MANGUSIN&#x27;S BAIL BID </strong></div><p>The Criminal Investigation and Detection Group-National Capital Region (CIDG-NCR) meanwhile has filed an opposition to the bail request of Mangusin, who is facing 12 counts of unjust vexation before the Parañaque Regional Trial Court (RTC) branch 294.</p><p>In a motion filed Wednesday, the CIDG-NCR said that while the charge is bailable, the police are seeking to deny bail on the grounds that Mangusin is a potential flight risk due to his pending estafa case in Pasay City.</p><p>The CIDG also argued in its manifestation that the accused, who is facing multiple counts of unjust vexation, may be considered a habitual delinquent or recidivist which they said could serve as basis for denying bail.</p><p>“Meron kaming request na huwag muna payagan mag-piyansa dahil ‘yun nga ‘yung mga pending cases niya na anytime of the day, lumabas ‘yung warrant, at the same time ‘yung maifa-file pang mga kaso,” CIDG-NCR chief Police Colonel John Guiagui said.</p><p>Guiagui added that more complainants have expressed intent to file cases against Mangusin but are still in the process of formalizing their complaints.</p><p>Authorities said he has yet to post bail amounting to P120,000 for the 12 counts of unjust vexation.</p><p>“Akala nga namin kahapon maayos niya but unfortunately, for unknown reason ay hindi siya nakapag-bail. Ang bail lang naman niya for 12 counts is P120,000. So it’s either may problema sa documentation niya o wala siyang pang-piyansa pa na enough,” Guiagui said.</p><div> </div><div><strong>TRANSFER TO PARANAQUE JAIL </strong></div><p>He explained that Mangusin’s transfer to the Parañaque City Jail was part of standard procedure after the arrest warrant was served and returned to court.</p><p>“Nung hinuli natin siya, automatic ‘yun after na mai-return natin ‘yung warrant, maglalabas ng commitment order ‘yung korte na ilipat namin siya doon kung saan siya nakasuhan which is Paranaque City Jail,” he explained.</p><p>Guiagui clarified that had Mangusin posted bail, authorities would have received a release order from the court. Instead, they received a commitment order directing his transfer to jail.</p><p>The court has set the case for arraignment and pre-trial on March 2, 2026 at 10:00 a.m.</p><div> </div><div><strong>MANGUSIN&#x27;S PRESENTATION BEFORE MEDIA</strong></div><p>Meanwhile, Guiagui addressed criticisms over the presentation of Mangusin to the media following his arrest, saying it was beyond his control but noting that arrests are sometimes publicly presented.</p><p>He also urged vloggers and content creators to exercise responsibility in their platforms.</p><p>“Pag vlog niya is sana huwag mambabastos ng mga organizations, leaders na sasampalin niya and then he is making a mockery of the organization. Sana maging aral sa kanya ‘yan kasi hindi tama. Kahit saan mo tingnan ‘yung ginagawa niya na kahit heneral sasampalin niya. Hindi tama ‘yun,” he said.</p><div> </div><div><strong>SECURITY ESCORTS</strong></div><p>The National Police Commission (NAPOLCOM) said for its part that the nine security escorts of Mangusin are not licensed security practitioners.</p><p>In a statement Friday, NAPOLCOM Vice Chairperson and Executive Officer Commissioner Rafael Calinisan said the agency received confirmation from the Philippine National Police Civil Security Group that all nine of Mangusin’s so-called security escorts are not licensed to perform security functions.</p><p>“We have received confirmation from the PNP Civil Security Group that all nine (9) of Mangusin&#x27;s &quot;security&quot; escorts [names withheld] are NOT licensed security practitioners, and are therefore performing security functions for Mangusin illegally,” Calinisan said.</p><p>Calinisan added that authorities also received information that a certain “Francis Leo Antonio Marcos” has a Glock pistol registered under his name with a license that expired in September 2017.</p><p>“It is therefore a loose firearm and continuing to keep it constitutes the crime of unlawful possession of firearm,” he said.</p><p>NAPOLCOM said it will transmit the information to the Criminal Investigation and Detection Group (CIDG) to aid in the investigation and possible prosecution of Mangusin and his alleged cohorts.</p><p>“We will put a stop to Mangusin and all his fraudulent schemes.
