MANILA — Senator Raffy Tulfo wants unqualified contractors blacklisted from the Public-Private Partnership (PPP) for School Infrastructure Project (PSIP) 1 and 2, a modality used to construct classrooms.Tulfo blasted the alleged contractors during Monday’s hearing of the Senate Committee on Basic Education.“Dapat ma-blacklist ang mga non-performing private companies – kagaya ng BF Corporation na na-involve during PSIP Phase 1 project. This is the same company, consortium na tinerminate ng DOTR ang kontrata for the construction of the United Grand Central Station due to excessive delays,” Tulfo said.“Ito pang Vicente T. Lao construction company na winning bidder naman sa PSIP Phase 2. This is the same company which I already flagged in my privilege speech last September 2025, over the defective P657 million Gensan underpass project – which remains unfinished, and tadtad po ng depektibong mga istruktura,” he continued.The lawmaker told concerned offices to be careful in screening private entities that will join PPP programs.“I&#x27;ve just heard right now kasama pala ang DMCI na nabigyan o mabibigyan ng kontrata. Dapat mag-ingat po tayo kasi if you remember during previous hearings I flagged down DMCI because may mga complaints na nameke sila ng mga dokumento. In fact may mga owners ng condominium na gustong mag-withdraw at gustong kumuha ng refund dahil  hindi maganda ang pagkagawa ng kanilang condominium units,” Tulfo said.A representative of DMCI said they will look into Tulfo’s claims.“I just want to separate that incident or that project that you are mentioning. Our group that I represent is the construction group. The other group that you were mentioning is our real estate group. I am not aware of that supposed to be reason for the failure or whatever, or the fake documents that you were mentioning. But I’ll try to take a look at that also,” said Ronaldo Elepaño, Jr, DMCI’s Senior Adviser for Business Development.The Department of Education (DepEd) said there is no decision yet if those who won in PSIP 1 and 2 can bid for PSIP 3, 4, and 5.“In principle gusto po natin mas maraming bidder para po mas competitive yung result. Pero kung mayroon po talagang serious concerns on these issues, and we have started to document them,” DepEd Undersecretary Ronald Mendoza said.Committee Chairman Senator Bam Aquino said they hope to construct 26,000 classrooms for 2026, a huge jump from the 99 constructed by the Department of Public Works and Highways (DPWH) in 2025.A lot of work still needs to be done, however, since there is currently a shortage of 165,443 classrooms in the country.According to Aquino, another modality in constructing classrooms is through local government units.“Gusto natin na makita na sabay-sabay itong gagana, at yung presyo nasa tamang halaga. Yung PPP, yung LGUs, at yung gawa rin ng DepEd at DPWH hindi dapat nagkakalayo yung presyo ng classrooms nila. At nais natin makita na mabuo ito sa tamang presyo, sa tamang panahon at sa tamang paraan,” Aquino said.He added that he wants to see the assessment of the first PPP given the negative feedback on certain contractors.
