Jonathan Cellona, ABS-CBN News/File</span></span></span></div><p>MANILA — Senator Jinggoy Estrada on Thursday filed at the Department of Justice (DOJ) his counter-affidavit for the plunder and graft complaints against him over his alleged links to flood control irregularities in Bulacan. </p><p>Estrada did not grant any interviews with the media, but was “confident” with his counter-affidavit, said his spokesperson, lawyer Bianca Soriano.</p><p>Asked if he was also confident that the complaints would be dismissed, Soriano said, “Yes, definitely.”  </p><p>The complaints stemmed from the accusations of some <a href="https://www.abs-cbn.com/news/nation/2025/9/9/ex-dpwh-engineer-tags-estrada-villanueva-in-alleged-flood-control-anomalies-1055">Department of Public Works and Highways (DPWH)-Bulacan officials</a>, who claimed in September last year that he was among officials who supposedly received kickbacks from flood control projects.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/2/16/precautionary-hold-departure-order-out-for-jinggoy-estrada-co-respondents-1722">Precautionary hold departure order out for Jinggoy Estrada, co-respondents</a></div><div><iframe src="https://www.facebook.com/plugins/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F1389316206300893%2F&amp;show_text=false&amp;width=560&amp;t=0" width="560" height="314" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen=""></iframe></div><p>“We attacked it specifically doon sa requirements of a complaint-affidavit. What NBI filed is a letter attaching an affidavit. And then we also discussed the admissibility and credibility of the evidence which [was] not able to meet the required for criminal cases before the DOJ or Ombudsman,” Soriano told reporters following the filing of their counter-affidavit. </p><p>“We also attacked it on the jurisprudence that requires to be more cautious with testimonies of witnesses applying for the state witness protection program,” she said. </p><p>Soriano asserted that the statements and other documentary affidavits that implicated Estrada had  “inconsistencies”.</p><p>“Maraming inconsistent statements specifically unahin natin yung sinabi ni [dismissed Bulacan first district engineer] Henry Alcantara na si [ex–DPWH undersecretary Roberto] Bernardo ang nagtanong kung mayroon ba siyang projects, then we see Bernardo’s affidavit naman saying it was Alcantara who offered that list of project,” she said. </p><p>“We can see the inconsistency among the witnesses themselves.
