Maria Tan, ABS-CBN News</span></span></span></div><p>MANILA — Tricycle drivers need to present their driver’s license and its photocopy to receive a P5,000 cash aid from the government, the Department of Social Welfare and Development (DSWD) said on Friday as the agency prepared for the initial round of fuel hike assistance payout next week.</p><p>There will be 39 payout sites across Metro Manila starting March 17, DSWD Spokesperson Irene Dumlao said. </p><p>“Pupunta po siya sa designated na payout site kasi yan po ay ipapaalam ng local government units,” she told state television PTV.</p><p>“We will do 2 batches: 500 in the morning, 500 in the afternoon,” she said.</p><div><a href="https://www.abs-cbn.com/news/business/2026/3/13/another-big-time-oil-price-hike-looms-amid-us-israel-iran-war-0755">Another big-time oil price hike looms amid US, Israel-Iran war</a></div><p>The DSWD will implement a “pay and go” system in these payout sites, the spokesperson said. </p><p>“So walang gaanong proseso. We’ve streamlined the processes to ensure na yung pamamahagi ng tulong ay mabilis at maagap,” she said.</p><p>“May mga grievances at help desks din tayong isi-set up,” she added.</p><p>The DSWD earlier said it would use half of its P60-billion budget for Assistance for Individuals in Crisis Situations (AICS) to fund the cash aid program for public utility vehicle drivers who were severely affected by the spike in fuel prices linked to the ongoing conflict in the Middle East.</p><p>DSWD Secretary Rex Gatchalian earlier said that they have yet to crunch the numbers as to how many drivers would benefit from the program.</p><p>“Minomonitor ng DSWD ang sitwasyon,” Dumalo said.</p><p>“In case mag-escalate ito, tumagal pa ang epekto nito, nakahanda ang DSWD ng karagdagang intervention as may be necessary,” she added.</p><p>While there is no clear cut aid program for middle class Filipinos who are also reeling from a steep increase in pump prices, the DSWD said that it was ready to accommodate individuals who feel that they also need government interventions to weather oil supply shocks.</p><div><a href="https://www.abs-cbn.com/news/business/2026/3/13/oil-holds-above-100-and-stocks-fall-as-khamenei-targets-hormuz-1124">Oil holds above $100 and stocks fall as Khamenei targets Hormuz</a></div><p>The recent conflict in the Middle East began in late February after US and Israeli forces launched air strikes against Iran, killing Supreme Leader Ayatollah Ali Khamenei.</p><p>Iran has retaliated by sending drones to attack US bases in different Gulf countries, and by blocking the Strait of Hormuz, where one-fifth of the world’s oil supply passes through.</p><p>Analysts expect the crisis to worsen in the coming weeks after Tehran vowed to push global oil prices to $200 per barrel to further hurt US and Israeli markets.</p><div><a href="https://www.abs-cbn.com/news/world/2026/3/13/iran-says-will-make-us-regret-war-as-oil-prices-soar-0714">Iran says will make US regret war as oil prices soar</a></div><div><iframe width="726" height="408" src="https://www.youtube.com/embed/I6d9HC0XXMI" title="Marcos announces fuel subsidies, mulls cut in oil excise taxes" frameBorder="0" allowfullscreen=""></iframe><iframe width="827" height="465" src="https://www.youtube.com/embed/D4Ghy7Y2dFQ" title="Garin says PH has enough fuel supply, warns against hoarding | ANC" frameBorder="0" allowfullscreen=""></iframe></div>
