Polo Martinez.</p><p>The cases were sent to the DOJ as a deputized agency of the Office of the Ombudsman for the investigation of flood control scam cases.</p><p>Aside from malversation cases, Villanueva and his co-respondents are facing violations of Republic Act No. 3019 or the Anti-Graft and Corrupt Practices Act, direct bribery, corruption of public officials and violation of  Republic Act No. 9184 or the Government Procurement Reform Act.</p><p>“At the end of the day kailangan po itransmit, i-endorse itong cases na ito sa Office of the Ombudsman para sila ang magkasarili nilang assessment kung talagang worth filing in court,” Martinez said.</p><p>Martinez emphasized that for respondents with the salary grade of 27 or higher, the Office of the Ombudsman will have to file the cases before the anti-graft court Sandiganbayan.</p><p>“Iyon kaso po na ito because they involved a public official with the salary grade of 27 or higher, Ombudsman po talaga ang may jurisdiction,” Martinez said.</p><p>Meantime, Martinez noted that the testimony of former Department of Public Works and Highways undersecretary Roberto Bernardo at the Sandiganbayan involving flood control projects in Oriental Mindoro has no effect on the plunder cases still pending investigation at the DOJ.</p><p>“Hindi po siya affected, wala pong cross-over if you may, iyong nangyayari dito,” Martinez said.</p><div><a class="fr-strong fr-green" href="https://www.abs-cbn.com/news/nation/2026/1/5/villanueva-submits-counter-affidavit-on-ridiculous-flood-control-cases-1525">Villanueva submits counter-affidavit on &#x27;ridiculous&#x27; flood control cases</a></div><div><br/></div><div><strong>RELATED VIDEO:</strong></div><div style="text-align:center"><iframe width="560" height="315" src="https://www.youtube.com/embed/cP-pnoKdEKk?si=OIwfBH_wswcIIUoZ" title="YouTube video player" frameBorder="0" allowfullscreen=""></iframe></div>
