Jose Melencio Nartatez Jr. said the police force has intensified its monitoring of online platforms, with the PNP Anti-Cybercrime Group (ACG) leading efforts to track and remove manipulated content.</p><p>“Our ACG is working 24/7 on cyber patrolling and deepfake analysis. Nakikipagtulungan din tayo sa mga social media platforms para sa mabilis na takedown ng mga fake videos. We will track the sources and charge them,” Nartatez said in a statement.</p><p>Police warned that deepfakes, videos altered using AI to make them appear real, pose a direct threat to the credibility of law enforcers and could mislead the public.</p><div><br/></div><div><strong>SERIOUS THREAT</strong></div><div><br/></div><p>Nartatez said such content is not only deceptive but also undermines trust in the institution, as it can make it seem like police officers are involved in acts they never committed.</p><p>“Napaka‑seryoso ng banta na ito dahil nakakasira ito sa integridad ng ating hanay. These deepfakes are designed to look and sound like us to manipulate public opinion. We won’t allow technology to be used as a tool to mock the uniform or deceive the people,” he stressed.</p><p>In response, the PNP is reinforcing rules governing the use of AI and social media among its ranks, emphasizing that while technology is allowed, it must not be abused for personal gain or online popularity.</p><div><br/></div><div><strong>NEW RULES</strong></div><div><br/></div><p>Under PNP Memorandum Circular No. 2024-077, only designated personnel, particularly those from police community relations units or those authorized by the Directorate for Police Community Relations, may produce content while in uniform, and only if it is connected to official duties.</p><p>Other officers may still engage in content creation outside working hours, but they are barred from wearing uniforms or using police equipment and facilities.</p><p>The directive also prohibits livestreaming or recording inside police camps, offices, and official operations on personal accounts, citing security risks.</p><p>The PNP underscored that while digital tools can support modernization, their misuse, especially in creating misleading or “clout-driven” content, will not be tolerated, as the organization remains focused on its core mandate of public service.</p><p>“Again, hindi natin ipinagbabawal ang paggamit ng teknolohiya pero strictly regulated ito. Ang paggamit ng uniporme sa mga vlogs or AI content for personal gain is a violation.
