<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/1772429127146HCYb0xsa0AAFvw3_cropped_processed_by_imagy.jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" spellcheck="false" style="text-align:left">Sandiganbayan First Division resumes trial on the malversation and graft cases against Janet Lim Napoles and former Technology Resource Center director general Antonio Ortiz on Monday, March 2. <em>Job Manahan, ABS-CBN News</em></span></span></span>MANILA — Some documents showing the transactions related to the Priority Development Assistance Fund (PDAF) scam had been “shredded,” whistleblower Benhur Luy said on Monday.</div><p>Luy issued this testimony during the continuation of the Sandiganbayan First Division’s trial on the malversation and graft cases against Janet Lim Napoles and former Technology Resource Center director general Antonio Ortiz, among other accused.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/2/24/2-officials-appear-as-witnesses-in-graft-malversation-cases-vs-napoles-pangandaman-1656">2 officials appear as witnesses in graft, malversation cases vs Napoles, Pangandaman</a></div><p>A defense counsel was asking Luy for confirmation regarding the daily disbursement report (DDR) amounting to P200,000 for a House lawmaker back then.</p><p>Asked if he could show any copy of the voucher, Luy said these were in the JLN headquarters in Pasig City when he left.</p><p>When the defense counsel asked him if he saw it being destroyed or shredded, he said he only got the information from fellow witnesses and former JLN employees Marina Sula and Mary Arlene Baltazar.</p><p>Luy confirmed to the defense that the DDRs and documents he printed came from his external hard drive between 2004 and 2010. These included some financial transactions.</p><p>Asked again by the defense if accused Ortiz received the amount of P420,000 as written on the DDR, he said this was based on the commission’s records “that speak” to the Technology and Livelihood Resource Center.</p><p>But when asked if Luy could show a copy of the voucher, he said he had none.</p><p>“It is in JLN Corporation office when I left,” he said.</p><p>“You were only told it was shredded in the JLN office?” the defense counsel asked.</p><p>“That is correct. The information was only relayed to me by Baltazar and Marina Sula,” Luy responded.</p><p>The defense counsel moved forward with the questions on whether or not Luy had any confirmation receipt or vouchers as proof that they received any kickbacks or commissions that he claimed he gave.</p><p>But Luy said these documents were in the JLN Office. </p><p>“Now I do not have that voucher that bears the signature of government officials or lawmakers. I do not have with me the copy,” he said. </p><p>“This document we are talking about, you were informed it was [shredded]?” the defense counsel asked.</p><p>“I was informed by Marina Sula and Baltazar. Sila ang naiwan doon nung time na yun,” responded Luy.</p><p>Another defense counsel focused his cross-examination on how well Luy knew the alleged contribution of Evelyn de Leon, former president of Philippine Social Development Foundation, Inc. (PSFDI), in the scheme.
