Maria Tan, ABS-CBN News </span></span></span></div><p>MANILA — House Speaker Bojie Dy said the chamber “will do its duty” as it opened Monday the deliberations on the impeachment complaints against Vice President Sara Duterte.</p><p>“As Speaker of the House, I want to be clear about one thing: this is a constitutional process. It is not a political performance, and it is not a venue for trial by publicity,” Dy said in a statement.</p><p>He said the Committee on Justice “will follow established House rules” in determining whether the complaints were sufficient in form and substance.</p><p>“Let me emphasize: impeachment is not about personalities. It is about institutions. It is not about taking sides. It is about upholding the Constitution,” Dy said. </p><p>He said every elected official, including the Vice President, “deserves fairness, due process, and the presumption that allegations must be examined carefully and judiciously.” At the same time, complainants “are entitled to have their filings addressed in accordance with the law,” he said.</p><p>“We will allow the process to take its course fairly lawfully, and transparently. It did not conduct a trial, it did not weigh evidence, it did not absolve anyone of wrongdoing,&quot; noted Batangas Rep. Gerville Luistro, chair of the committee on justice. </p><p>&quot;The court itself clarified that its ruling was limited to the constitutional one-year bar rule. It emphasized that it did not absolve the Vice President from any of the charges...
