The program targets public transport groups affected by massive fuel hikes stemming from the ongoing conflict in the Middle East. <em>Maria Tan, ABS-CBN News </em></span></span></span></div><p>MANILA — The Department of Social Welfare and Development (DSWD) clarified that the confusion during the payout of cash relief assistance to public utility drivers in Metro Manila was not because of the government agencies.</p><p>DSWD Secretary Rex Gatchalian said Transport Network Companies (TNCs) deliberately hid the names of drivers from the Land Transportation Franchising and Regulatory Board (LTFRB) and to its agency.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/business/2026/3/30/oil-prices-jump-again-as-march-ends-1640">Oil prices jump again as March ends</a></div><p>“Gusto ho naming linawin na yung kaguluhan sa scheduling sa MC taxi ay hindi galing sa DSWD or sa DOTr, or sa LTFRB. Yung classification ng drivers eh galing rin mismo sa operator. Again, itinago na naman sila ng mga operator nila. Pinalabas na service delivery sila kasi lumagpas na sila sa quota ng back ride type of operation,” Gatchalian told reporters during its joint press conference with LTFRB and DITC officials.</p><p>“The biggest culprit that day I believe was Move-It, which happens to be powered by Grab also,” Gatchalian added.</p><p>As of this writing, the ride-hailing platform has yet to issue a statement regarding the matter.</p><p>According to Gatchalian, it is scheduling a special payout session for the transport sector to make sure that every qualified beneficiary will receive cash relief assistance.</p><p>Gatchalian said the special payout will be for those whose names were on the list but have not received their P5,000 cash relief assistance.  </p><p>The payout will also be for qualified PUV drivers who were previously not included because the TNC failed to provide the government with the names of these drivers.</p><p>Gatchalian added the DSWD will begin the payout for tricycle drivers in the provinces, also after Holy Week.</p><p>“After Holy Week, on top of these special payouts, we will also start rolling out the provincial payouts for TODA.
