Maria Tan, ABS-CBN News" width="960"/><span class="fr-inner" style="text-align:left">Commuters wait for available rides at Philcoa, Quezon City, on March 27, 2026, during the second day of a transport strike. <em>Maria Tan, ABS-CBN News</em></span></span></span></div><p>MANILA — The Metropolitan Manila Development Authority (MMDA) said Tuesday it had prepared contingency measures ahead of the three-day transport strike planned by the transport group Malibela from April 15 to 17.</p><p>MMDA General Manager Nicolas Torre III said in an interview with Bagong Pilipinas Ngayon that although the strike is expected to affect traffic flow during peak hours, it would not paralyze Metro Manila’s road network.</p><p>“Obviously magkakaroon ng epekto lalo sa peak hours at major corridors. Pero…hindi naman ito paralysis. Based sa assessment namin… magkakaroon ng konting localized congestion pero hindi buong Metro Manila at manageable ito,” Torre said.</p><p>He said the agency was coordinating with local government units and the Philippine National Police to deploy additional personnel, implement rerouting schemes, and provide free rides or alternative transport options for commuters.  </p><p>The MMDA also urged commuters and motorists to plan ahead and leave earlier than usual to avoid delays during the strike. </p><p>Despite an expected rollback in fuel prices this week, Manibela earlier said it would push through with its nationwide transport strike due to what it described as insufficient government response to rising oil prices.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/4/13/transport-strike-set-on-april-15-17-0913">READ: Manibela sets April 15-17 transport strike strike over fuel crisis</a></div><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/4/13/-wag-na-sana-dagdagan-yung-problema-ltfrb-in-talks-with-drivers-over-transport-strike-2249">READ: LTFRB in talks with drivers over transport strike</a></div><p>The police Highway Patrol Group (PNP-HPG) will deploy at least 500 personnel nationwide to manage traffic and assist motorists during the three-day transport strike set from April 15 to 17.</p><p>HPG spokesperson PLt. Nadame Malang said a minimum of 501 personnel will be stationed in no fewer than 60 key locations across the country to help ease congestion and direct traffic flow.</p><p>At least 139 motorcycles and 97 mobile patrol vehicles will also be deployed to support operations on major roads and choke points expected to be affected by the protest action. </p><p>&quot;Meron din tayong kinoordinate na 15 na mga towing companies para din makasama natin sa pagbantay at mapa-implement natin yung ating Republic Act 4136 at muli makatulong talaga din na mas maibsan &#x27;yung pagiging congestion sa darating na mga nasabi nating date,&quot; Malang said.</p><p>Meanwhile, the PNP said it will provide &quot;Libreng Sakay&quot; or free rides for commuters who may be stranded during the three-day protest.</p><p>PNP chief PGen.
