Henry Alcantara told the Sandiganbayan that only about 30 percent of government funds allocated for flood control projects are used for actual implementation.</p><p>In a bail hearing in the malversation case involving former senator Ramon “Bong” Revilla Jr. and other officials of the DPWH Bulacan First District Engineering Office, Alcantara said much of the budget is reduced by various deductions.</p><p>He told the court that for every P100 allocated by Congress for flood control, only P30 to P35 is left for project implementation after deductions for commissions, royalties, taxes, and retention fees.</p><p>He said proponents allegedly receive about 30 percent of the project funds, while contractors get around 3 percent. Alcantara admitted he personally received between 1.5 percent and 2 percent.</p><p>Alcantara clarified that the scheme applied only to flood control projects. For other infrastructure works, he said about 70 percent of funds go to implementation.</p><div><br/></div><div><strong>UP TO P1.8B DELIVERY TO BERNARDO</strong></div><div><br/></div><p>During the hearing, Alcantara also testified that he delivered between P1.75 billion and P1.8 billion to former DPWH undersecretary Roberto Bernardo in connection with infrastructure projects.</p><p>However, Alcantara said Bernardo did not receive any share from the specific project involved in the case because he was not part of its implementation.</p><div><br/></div><div><strong>REVILLA TAGGED AS ‘PROPONENT’</strong></div><div><br/></div><p>Alcantara said he identified Revilla as a project proponent based on an alleged verbal instruction from Bernardo.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/4/15/sandiganbayan-to-inspect-pandi-ghost-project-tagged-in-revilla-case-1022">Sandiganbayan to inspect Pandi &#x27;ghost&#x27; flood project tagged in Revilla case</a></div><p>He added that the acronym “SBR,” referring to “Senator Bong Revilla,” appeared on a list prepared by his staff under his direction.</p><p>But Alcantara admitted he did not sign the document and had no proof that Revilla received any payments.</p><p>He also said he communicated with Bernardo through the messaging app Viber but had already disposed of his phone when the controversy emerged.</p><p>“Tinapon ko na po noong kasagsagan [ng investigation].
