<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/1779173945027viber_image_2026-05-19_12-39-51-811 (2).jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">DOJ prosecutors asked the Office of the Ombudsman to file criminal cases against Senator Jinggoy Estrada, Dizon’s predecessor Manuel Bonoan, and other DPWH officials and engineers in connection with the flood control corruption scandal.<em> 📷Wendell Alinea, Senate Social Media Unit &amp; Jonathan Cellona, ABS-CBN News/File</em></span></span></span></div><p>MANILA — Department of Public Works and Highways (DPWH) Secretary Vince Dizon on Monday welcomed the Department of Justice’s (DOJ) recommendation to file plunder and graft charges against several officials over alleged irregularities in infrastructure projects, saying it was the result of months-long coordination among government agencies and institutions.</p><p>On Monday, DOJ prosecutors asked the Office of the Ombudsman to<a href="https://www.abs-cbn.com/news/nation/2026/5/18/doj-recommends-plunder-graft-charges-vs-estrada-and-others-over-infra-projects-1645"> file criminal cases </a>against Senator Jinggoy Estrada, Dizon’s predecessor Manuel Bonoan, and other DPWH officials and engineers in connection with the flood control corruption scandal.</p><p>“Ito na yung nagiging resulta (nung) pagtutulungan ng DPWH, DOJ, ng Ombudsman, yung pagfa-file at rekumenda ng mga kaso,” said Dizon.</p><p>He expressed confidence that the evidence gathered would be strong enough to stand scrutiny before the courts.</p><p>“Naniniwala ako na matibay ang ebidensya na isusumite ng DOJ sa Ombudsman, at yung isusumite eventually sa Sandiganbayan. So mananagot yung lahat ng dapat managot,” Dizon said.</p><p>He added that while the investigation and other legal processes may take time, it is more important that cases are well-built rather than rushed.</p><p>“Matagal ang proseso pero mas mabuti nang medyo matagal at matibay ang ebidensya kaysa minamadali, mahina ang ebidensya,” he said.</p><p>In a statement on Tuesdsay, Estrada said DOJ&#x27;s recommendation was an &quot;unfortunate development.&quot;</p><p>&quot;This is an unfortunate development.
