MANILA -- The Land Transportation Franchising and Regulatory Board (LTFRB) will issue show cause orders to 21 transport network companies (TNCs) for allegedly onboarding vehicles without proper authorization from the agency, the agency announced on Monday.The concerned TNCs will be given five days from receipt of the order to explain why their authority to operate should not be suspended or revoked.According to the LTFRB, the number of operating units has far exceeded the authorized cap. Motorcycle taxis are supposed to be limited to 78,826 units nationwide, but around 252,000 are currently operating. Similarly, transport network vehicle service (TNVS) units should only number 54,000, yet approximately 197,000 units are on the road.LTFRB Chairman Vigor Mendoza clarified that while sanctions are in place, the agency aims to strike a balance between enforcement and protecting livelihoods.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/4/4/drivers-delivery-riders-call-for-long-term-solutions-as-fuel-prices-shrink-income-1353">READ: Drivers, delivery riders call for long-term solutions as fuel prices shrink income</a></div>&quot;Ayaw natin silang mawalan ng trabaho at the same time part of the process is to consult with them &#x27;yung nga TNVS community. Ang penalty dito really is &#x27;yung pag-onboard nila ng mga sasakyan with the drivers of course, na walang pahintulot sa LTFRB. Wala pang authority galing sa LTFRB. That&#x27;s tantamount to colorum activities,&quot; he added.Under the Joint Administrative Order (JAO), colorum operations carry penalties ranging from P20,000 to P50,000 per unit. Additional penalties may also be imposed including possible suspension or revocation of operating authority.Mendoza noted that delays in securing provisional authority (PA) may have contributed to the issue.&quot;Ang isang nakita natin dito, siguro sa katagalan ng pag-proseso ng isang provisional authority, eh nauuna muna yung onboarding kasi kailangan na magbayad ng amortisasyon sa banko eh,&quot; he said.&quot;Kaya nga ginawa natin, isa sa ginawa natin, ginawa natin online. That&#x27;s one of the things that we&#x27;re looking at right now,&quot; he added.The LTFRB is also working to expedite the distribution of fuel subsidies to PUV drivers.
