Supreme Court of the Philippines/File</div>MANILA -- Chief Justice Alexander Gesmundo assured the Association of Southeast Asian Nations (ASEAN) legal community that while the Philippine judiciary is advancing efforts toward responsible use of artificial intelligence, the technology will not replace judicial reasoning.“Suffice to say for now that from our perspective, AI is treated not as a replacement for judicial reasoning but as an assistive tool to improve efficiency, case management, and access to legal information,” Gesmundo said during the ASEAN Bar Leaders Summit on Tuesday.Gesmundo emphasized that the Supreme Court’s Government Framework on the Use of Human-Centered Augmented Intelligence in the Judiciary aligns with international efforts to guide the use of AI in the justice sector. “The Court’s Governance Framework reflects the balance between leveraging technology to deliver more responsive and timely justice, and preserving accountability, ethics, and the primacy of human judgment,” Gesmundo said.Gesmundo also highlighted ongoing efforts to strengthen access to justice, including the Unified Legal Aid Service (ULAS), which provides free and adequate legal assistance to qualified beneficiaries. At its core, ULAS gives life to the constitutional guarantee that access to justice must not be denied by reason of povertyGesmundo also said that aside from ULAS, the Supreme Court is also considering the expansion of grassroots lawyering through Development Social Change or DSC lawyering.“DSC lawyering seeks to reach those who remain underserved due to poverty, geographic isolation, lack of economic opportunities, and social or cultural marginalization,” Gesmundo said.
