Maria Tan, ABS-CBN News/File" width="960"/><span class="fr-inner" style="text-align:left">Vice President Sara Duterte announces her intention to run for the presidency in the 2028 national elections during a press conference at the Office of the Vice President (OVP) headquarters in Mandaluyong City on Wednesday, February 18, 2026. <em>Maria Tan, ABS-CBN News/File</em></span></span></span></div><p>MANILA — The Committee Report on the House Resolution setting forth the articles of impeachment against Vice President Sara Duterte has been referred to the House Committee on Rules, bringing it a step closer to being tackled and voted on by the House of Representatives.</p><p>The House plenary made the referral of Committee Report no. 261 on House Resolution No. 989 on Tuesday night.</p><div><a class="fr-strong" href="https://www.abs-cbn.com/news/nation/2026/5/4/house-justice-panel-sends-vp-duterte-impeachment-case-to-plenary-1137">READ: House justice panel OKs committee report &#x27;setting forth&#x27; VP Sara impeachment</a></div><div><br/></div><div><strong>ALMOST 200?</strong></div><p>House members expected to vote in favor of the committee report finding probable cause to impeach Vice President Sara Duterte are at “almost 200”, according to House Committee on Justice Chairperson and Bicol Saro Party List Representative Terry Ridon.</p><p>“As we speak, we are looking at almost 200 already House members who are signifying their intent to support the impeachment,” he said.“All of the major political parties I think will be represented in that at least 200 to date that we are expecting to support the impeachment… From our conversations with colleagues, parang ganoon na ang mga nakikita naming bilang,” Ridon added.</p><p>Some lawmakers did not give specific numbers, but also believe the needed vote of at least 106 or a third of house members to elevate to senate the articles of impeachment against duterte will be exceeded.</p><p>They denied allegations of pressure to vote in favor of Duterte’s impeachment.</p><p>“I&#x27;m positive that because of the evidence presented before the Justice Committee, and considering the 53-0 (committee vote on probable cause finding) and the 55-0 (committee vote on the committee report), I am positive that this will be approved by the plenary,” House Committee on Justice Chairperson Gerville Luistro said.</p><p>“I think the numbers are encouraging from what I&#x27;ve been able to hear… Seems like more (than 106 congressmen),” House Assistant Majority Leader and Negros Occidental 3rd District Representative Javier Miguel Benitez, for his part, said.</p><p>“I think, overwhelmingly na, sobra na 120 ‘yung nagsabi na pipirma sila… 106 lang ang kailangan eh… Bulong-bulong sa halls of Congress, alam mo na. Estimation ng bawat party,” House Committee on Justice Vice Chairperson and Palawan 2nd District Representative Jose Alvarez said.</p><p>On Vice President Duterte’s statement questioning the certainty of lawmakers, Ridon replied, “Tiyak ho kami, kasi tiyak kami sa ebidensya. Tiyak kami sa P6.7 billion total transactions na pumasok at lumabas sa accounts ng mag-asawang Duterte-Carpio. Tiyak kami sa P448 million na ipinapasoli sa kanya. Tiyak kami sa pagbabanta niya sa Pangulo.”</p><div><br/></div><div><strong>PARTY STAND</strong></div><p>Members of the Partido Federal ng Pilipinas met monday night and agreed the party will have a stand on Duterte’s impeachment case.</p><p>The president’s political party has over 50 members at the lower chamber.</p><p>“May party stand na ang PFP, and we&#x27;re basing it on what we see as evidence for probable cause. So kung may justification for that, that is what we will stand for,” Benitez said, but refused to disclose the party stand on Tuesday.</p><p>The <a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/5/1/nup-to-meet-on-potential-party-stand-on-duterte-impeachment-valeriano-1959">National Unity Party</a> and the Liberal Party, meanwhile, will allow members to vote on the impeachment based on their conscience.</p><div><a class="fr-strong fr-green" href="https://www.abs-cbn.com/news/nation/2026/5/5/political-party-should-not-affect-house-members-stand-on-vp-sara-impeachment-luistro-1036">READ: Political party should not affect House members’ stand on VP Sara impeachment—Luistro</a></div><div><br/></div><div><strong>CHANGE OF MIND?</strong></div><p>Alvarez, who voted at the committee level in support of the committee report finding probable cause to impeach the Vice President, said he will abstain when the report is tackled at the House plenary, citing “personal reasons”.</p><p>But the lawmaker asserted he is not changing is earlier vote.</p><p>“Wala naman akong pinirmahan doon sa committee report. Bumoto lang ako. Taas lang ako ng kamay kasi ‘yung proceeding lang ‘yun para dalhin sa plenary. Hindi man ‘yun confirming na guilty na si Vice President Sara,” Alvarez said.</p><p>“Kung i-require ako sa boto sa plenary, abstain ako. Kasi nagsabi na ako na hindi ako boboto,” he added.</p><p>Other leaders and members of the House Committee on Justice also denied claims on social media that some congressmen are withdrawing their signature from the committee report.</p><p>“I don&#x27;t know any Cong who is withdrawing his vote or signature from the determination of probable cause and even from our approval of committee report yesterday. So from my end, I deny that allegation that there are Congs who are withdrawing their signatures,” Luistro said.</p><p>“Well, after pa lang noong voting, saka pa lang nagsimulang magpapirma. In fact, ngayong umaga lang ako nakapirma dahil ngayon lang ako napuntahan noong committee secretariat. So parang fake news yata yung lumabas na ‘yun. Even before the voting, narinig ko na ‘yan eh.
