Sabi ko, opo, kasi may booking ako eh. Hinanapan ako ng papel, pinakita ko. Pero ‘yung papel ko, may problema, sa PA [Provisional Authority] pa lang,” Ruben said.</p><p>Authorities later brought him to an HPG police outpost in Caloocan City, where he was told his vehicle would be impounded due to allegedly expired documents.</p><p>He was instructed to submit additional requirements from his financing company to facilitate the vehicle’s release.</p><p>Ruben said this became difficult because he could not secure a certified OR/CR from the financing company as he had not yet fully paid the vehicle.</p><p>One of the officers then allegedly suggested a way to release the car in exchange for money.</p><p>“Sabi ko, anong gagawin ko para ma-release? Ganito, bigyan kita ng idea. Kung ibabalik namin ‘yung sasakyan mo, meron kami makukuhang P50,000 legal na finder&#x27;s fee na ibibigay ng [dealer]. So, kaya mo bang tapatan? Sabi ko hindi ko kaya sir,” Ruben said.</p><p>He said he tried to negotiate until the amount was allegedly lowered to P35,000.</p><p>NAPOLCOM Vice Chairperson and Executive Officer Commissioner Rafael Calinisan said the incident clearly points to extortion.</p><p>“Hinanapan siya ng kung ano-anong violation. Pati myung conduction sticker na hindi naman na kailangan silipin ay binati pa kasi meron namang plaka ‘yung kanya. Ito ay harap-harapang pangingikil galing sa ating mga police officers dyan sa HPG,” Calinisan said.</p><p>NAPOLCOM has launched an investigation and assured the public that the officers will be held accountable if proven guilty.</p><p>Complaints of grave misconduct and conduct unbecoming of a police officer have already been filed against the four policemen.</p><p>“Maaaring suspension, demotion o kaya dismissal ang maipataw sa kanila. Pero the mere fact na nangongotong tayo ng isang ordinaryong tao na just trying to earn an honest living, eh hindi ho karapat-dapat,” Calinisan said.</p><p>The complainant hopes the case will serve as a lesson and prevent similar incidents from happening to other TNVS drivers.</p><p>Meanwhile, the PNP-HPG said it will help facilitate the release of Ruben’s impounded vehicle.</p>
